With the development and maturity of sustainable development theory, recycling economy, as an effective means of sustainable development, it has gradually being concerned by many countries' scholars and policy makers. At present, Liaoning Province's resources problems, ecology and environment problems will continue seriously influence to the healthy of the future economic and society. As the site province for recycling economical experiment of our country, it is important to go along with our country's economy development step in the crucial phase. For the sake of the old industrial base's sustaining and harmonious development, Liaoning Province shou(?)d further consummate and improve its circulation economic policy.This paper take Liaoning Province's circulation economy development policy as the study object, persisted the relative analysis and the trend analysis, the theoretical analysis and the real diagnosis analysis, the qualitative analysis and the quantitative analysis as the principle, makes every effort in to put forward the correspond policy proposal to the Liaoning Province circulation economy development which based on the present situation analysis.This article mainly includes five parts:First chapter elaborated the research background and the significance, and then summarize the domestic and foreign circulation economy development policy research literature, and briefly narrated this article's research technique and the frame.Second chapter mainly aims at the promotion circulation economy development the policy system to conduct the research. In the First part this article has made the summary to the circulation economy concept and the development course; In the second established the circulation economy development policy system's frame, and then summarized the rules and regulations policy, the efficient policy and the participation policy; in third part the author akes the evaluation of the circulation economic policy system, pointed out the efficient policy and the participation policy have the bigger development space compared to the rules and regulations policy.In the third chapter, this article has selected 5 kinds of 22 targets which have close correlation with the circulation economy, using the analytic hierarchy process, extremely misses method definite target weights and so on, to standard the reduction, using national and the Liaoning Province 2000-2005 year statistics yearbook, and the authority organization and the government department public statistical data, made the quality synthetic evaluation in view of the Liaoning Province circulation economy development present situation, the analysis has obtained the existed question and the trend of the circulation economy development which in the Liaoning Province 2000-2005 year.Fourth chapter institute the policy principles of the circulation economy development for Liaoning Province based on the real diagnosis analysis, and referred to the international successful circulation economic policy and multitudinous literature materials and so on, unified the existing policy of Liaoning Province, put forward the corresponding policy proposal in view of the Liaoning concrete question of circulation economy development.
