The focus problem of China's economy is Rural problems.Economic inequality limits the development of economy. With the rapid development of economy, the disadvantages of the gap between rich and poor is growing. The polarization is not only reflected between the urban and rural, urban and rural also showed a trend of serious polarization.China is a populous country, the population structure of the rural population accounts for a larger proportion. Therefore solving the problem of rural economic inequality is about the whole national economic stability and the situation of the economic development. The attention to poverty alleviation work and the emphasis on the fairness of redistribution alleviate the gap between rich and poor effectively, but the rural population in China is still a relatively heavy burden. So researching income gap in rural become the important topic between the governments and scholars. This article will use the national rural fixed observation points survey data Using family as a vital unit, dividing samples into village cadres households and normal villager households. The target of this paper is to compare these two groups' financial situation. We suspect the causing reasons of the income gap between village cadres households and normal villager households based on public selection theory, then test and estimate the influence factors of these two different family's income gap using simple multiple regression and Multinomial Logit model. On the basis of Social differentiation theory of Brown's,we divide influence factors into power factor group and non-power factor group as to decompose the different contributing degree of these two groups. This paper is structured as follows:The first chapter is introduction. This chapter firstly elaborated the research background, research purpose, research significance, main research contents, and research method of this paper. Then we summarize the research status and development trends at home and abroad, and reveal the enlightenment of existing literature our research. Finally,it also discusses the possible innovation and deficiency of this study. The second chapter is the definition and theoretical basis. This chapter first defines two key concepts, namely the concept of power and power distribution, the distribution of wealth; From then choice the bureaucratic economy theory,rent-seeking theory, the three social differentiation theory as the theoretical basis of this article and explain the connection between the theory and the method, this paper, and made a theoretical explanation for the research question for this article. The third chapter is data sources and variable selection. We use the fixed observation data observ ed by agriculture ministry. On the choice of explanatory variables, and divided the main variables into several parts, first is family characteristic variable including family size, family burden coefficient(the percents of the counts of members older than 60 years old and younger than 16 years old of family size),and family area. The second is family human capital variables including the age of the head of the household, the family average education level. The third is physical capital variables(land),and the fourth is the additional variables to meet the requirements according to this article:family main income variables. On the choice of model,Using Multinomial Logit model and Brown decomposition method decompose in income differences in groups and between groups and its influencing factors. The fourth chapter is empirical analysis process and results. This paper tests that whether there was a significant differences in the village cadres' family income and family income by T test tool in this paper, the analysis below was attempts to break down the difference in the village cadres' family income and family income. The second step is using the family income decision model to analyze and explain the influence of various variables, finally chooses the core model,to decompose the factors Our empirical analysis results revealed that financial income between village cadres households and normal villager households exists vast differences.Among them, the factor of family characteristics which is non-power factor, factors other than family characteristics which is power factor all have remarkable effects on the income gap,but they share different proportion. So the influence factors of the income gap between village cadres households and normal villager households not only come from heterogeneous factors such as family endowment, but can also partly attribute to inequality factors. The fifth chapter is the results of the empirical analysis.Firstly, report the results of Multinomial Logit model, analysis the main reason of the results:The unfair distribution of social resources, unequal empowerment in different groups, hidden income of public power.Secondly, according to the reason put forward the policy, and deal with three pairs of relations.First:on the allocation of resources, deal with the efficiency and fair;Second:the social differentiation system, deal with the relationship between heterogeneity and equality;Third:deal with the relationship between power and supervision in field of public power.
