As the core of human resource management,performance management is widely considered as an effective tool to guarantee the enterprise strategies to be put into effect and establish the bridge between the enterprise goals and human resources.The implementation of a set of scientific and reasonable performance appraisal system conformed to the enterprise reality can effectively improve enterprise operating efficiency and motivate the staff's working enthusiasm and initiative.Five-Type Enterprise refers to the intrinsic safety-oriented,quality and efficiency-oriented,innovation-driven-oriented,economizing and environmental protecting-oriented,and harmonious development-oriented.In accordance with the requirements of Shenhua Group Corp.,the Methanol Branch Company attached to Shenhua-Ningxia Coal-to-Liquids(CTL)Chemical Industry aims at developing into a Five-Type Enterprise to gradually build a performance appraisal system on the basis of the Five-Type.The performance appraisal system based on the Five-Type Enterprise in the CTL chemical industry area is still in the exploratory stage,and the ways and methods applied in the performance appraisal are not yet mature and has no experience to be followed.Consequently,there occurred some problems in the process of practice,such as unreasonable performance appraisal indicator setting,lack of standardization of the evaluation data sources,and incomplete application of evaluation results,all of which have influenced the operating efficiency of the performance appraisal system.In this paper,directing at the main problems existing in the performance evaluation system of Shen-Ning Methanol Branch Company on the basis of the performance appraisal system of Five-Type Enterprise,the author put forward some related countermeasures and proposals by a comprehensive use of literature review,data collation,questionnaire survey,interview and combination of experience with theory,aiming at helping the enterprise to further improve the appraisal system and enhancing the level of performance management and the enterprise competitiveness.Moreover,as a CTL chemical industry which has gained much attention in recent years,there are some common problems in performance appraisal,so the solution of the problems has certain model significance and is helpful to the domestic enterprises in the same industry to draw lessons from it,which will make certain contributions to the development of the TTL chemical industry in a healthy and orderly way.
