The energy structure in China is “lack of oil, less gas and rich coal”. It is urgent to develop the new coal chemical industry under the background of low-carbon economy development, coping with climate change and traditional coal chemical industry overcapacity. Since 2006, relying on the advantage of coal resource, excellent location, low cost and strong support of government policies, Inner Mongolia Autonomous Region has built several new coal chemical demonstration projects, whose conversion methods are direct coal to oil, indirect coal to oil coal to olefins, coal methane gas, coal glycol and coal to DME, and some of them have been put into operation and obtained good economic benefits. However, due to the instability of the international crude oil price, fluctuations of crude oil supply and demand, water scarcity, immature production technology and environmental pressures, the new coal chemical demonstration project are mixed. Therefore, based on the resource advantage and industrial base conditions in Inner Mongolia, and according to the national strategic needs and policy-oriented, it’s an urgent problem to build a new coal chemical system with clean, efficient and sustainable development, which can speed up the efficient and clean utilization of coal resources, and find a new coal chemical conversion route which is suitable with distribution of water, coal resource and coal quality characteristics in Inner Mongolia.Based on the research topic, the paper evaluated and selected the new coal chemical conversion route in Inner Mongolia. Firstly, by studying the theory of the circular economy and sustainable development, and combined with the development characteristics of new coal chemical in Inner Mongolia, this paper summarized the current situation and problems of new coal chemical conversion route in Inner Mongolia. Secondly, on the basis of theoretical studies, this paper analyzed the influencing factors of new coal chemical conversion route deeply, built the evaluation index system of new coal chemical conversion route and explored the new coal chemical conversion route suited with different regional development. Finally, this paper used the evaluation index system to evaluate the new coal chemical industry in Inner Mongolia, and made a preferred development option for Inner Mongolia new coal chemical conversion routes by using combination weighting and grey relational degree. This paper provided a reference about selection of new coal chemical conversion routes for local authorities and coal chemical companies.
