At present,government functions of our country are quickly turning to economic regulation, market supervision, social management, public service and environment protection, which means the legal environment, social environment and living environment that Industrial and Commercial administrative department faces to has changed significantly. In 2014, the State Council issued <Comment for promoting market fair competition and maintaining market order> to raise 27 market supervision measures and directions from 7 aspects,requiring to build up a market supervision system with more mature and more typical system that provides top-level design for market supervision system reform. Zhejiang provincial Party committee also requests relevant provincial departments to stick to basic-oriented and problem-oriented, enhance communication, cooperation and coordination, and try to achieve one-voice, one-pace to avoid divided policies from various sources,as well as to utilize market supervision work joint conference system to raise and promote solving major issues happen during system adjustment. It also requests basic level reform to effort on activating existing stock, optimizing structure,strengthening frontline and scientific configuration. In consideration of early starting of government function transforming, the basic level of Industrial and Commercial Administrative Department has obvious behindhand turning so for. After combination of"three bureaus",the current basic level of Industrial and Commercial Administrative Department is faced with problems such as difficult supervision of unlicensed, severe situation of food safety supervision and management, problem prominent of protection of consumers' rights, etc. during resumption.
