Under the background of the new normal,Chinese economy has developed into a new stage,in which the market competition intensifies and the downsizing for efficiency is becoming more and more urgent.With new targets and demands,state-owned enterprises must adapt to the economic tide,adjust their strategies and promote their development,so they can fulfill their historic missions.As a carrier of the strategies,the performance evaluation system must be updated,too,so the strategic adjustments can be carried out into details.To solve the problem of the adjustments of performance evaluation systems in state-owned enterprises in the new circumstances,this article takes the performance evaluation system in Group A,a state-owned space enterprise as its study object.It starts with a discussion on the existing problems in the current performance evaluation system,using methods of document analysis and comparative analysis to find out the reasons,and puts forward the idea of implementing differentiated performance evaluation systems in different subsidiary companies.This article will also analyze its theoretical basis,general concept and indicator framework.After classifying all the subsidiary companies of Group A into four groups,this article will demonstrate the necessity of implementing differentiated performance evaluation systems in different subsidiary companies according to the four principles of BCG Matrix.At the end of the article,it will set differentiated KPIs for four different types of subsidiary companies,and propose measures that can help implement the differentiated performance evaluation systems.This article will provide references to state-owned space companies in their transformation and upgrading,and help them adapt to the new normal and seize the opportunities in the new circumstances.
