The emergency and development of network service economy enabled many countries to enter a model of "service-oriented" modern economy.The services industry added value accounts for more than 70% of GNP.Way of consumption has been changed.This kind of transform has urged the corporate to turn the focal point to providing service from producing products.The study of supply chain is focused on service supply chain.In recent years,more and more domestic consumers are interested in foreign products due to its high cost performance.Therefore,it is extremely urgent to study cross border service supply chain.As an important branch of cross border service supply chain,the research of purchasing agent industry is a hot spot to be concerned.The market scale is increasing at a rate of 101.9% per year.Cross border is a character of products bought from purchasing agent,which means border service supply chain will not work without the cooperation of domestic purchasing agent and foreign importers.However,corporate is heterogeneous determine that goals of domestic purchasing agent and purchasers oversea are not completely the same.Foreign importers may slack or slow down their work due to the advantage that owing private information,such as market capacity and their ability of providing service.Therefore,to design an effective incentive mechanism is necessary to prevent the behaviors above.At present,research on service supply chain is mainly focused on tourism service supply chain.No paper is about cross border service supply chain.There are few papers put “perspective” into incentive models and only be based on the perspective of commissioning party.Research on incentive mechanism models only includes positive incentive from commissioned party,neglect the role of reverse incentive.This paper studies cross border service supply chain based on purchasing agent industry,and design a new incentive mechanism.We analyze oversea purchaser as commission party and put its “perspective” into incentive models.We buildunidirectional incentive model and bi-directional incentive model,and compare the result to analyze the advantage of bi-directional incentive model.At last,we test these models through numerical simulation,obtain parameters' comparison result and test whether their relation is changed.The result shows when adding “perspective” of foreign importers and reverse incentive in incentive model,even if domestic agent pays low fixed cost,foreign importer will do its best to purchase products.At the same time,decisive variables and relation of parameters have changed obviously.In conclusion,research in this paper improves service supply chain theory.It provides an important direction to prevent foreign importer's “moral risk”and to enhance harmony and stability of cross border supply chain.
