Facing the realistic background is: the world's energy resources crisis,serious environmental ecological deterioration.After 2009,China became the world's largest consumer of energy in the country,also CO2 emissions in most of the developing countries,energy consumption and reducing emissions is long since left China's very important historical tasks and missions,this is our country must shoulder.So this makes a reasonable system to measure China's provincial energy efficiency and results target useful energy policy,giving wisdom to the path of the future given the extraordinary significance.At present a large number of literature mainly focuses on the measurement of energy efficiency,and then put forward the way to improve energy efficiency.Differs from that of traditional DEA method,this paper take into account the reality of the energy environment,input and output indicators of decision making units from the phenomenon of homogeneity,decisionmaking unit internal elements first broken down into a series of mutually exclusive decision making units,decision making units and decision-making unit has the same input and output indicators,data size separately according to the proportion of smaller;Then through DEA efficiency of cross model to evaluate efficiency of decision making units;Finally through child an average score of decision making unit comprehensive efficiency of decision-making units,in order to measure China's 31 provinces from 2010 to 2014 the energy efficiency of rankings.It is concluded that the eastern region to keep the highest energy efficiency value in five years,then in central,western most time of the conclusion.Although the regional energy efficiency value fluctuate,but the overall efficiency values are increased.The innovation points of this paper in the following three aspects:(1)In the process more DEA model calculates the child process efficiency of decision-making units,the DEA efficiency of cross model instead of the traditional CCR model,cross efficiency model USES the relative evaluation unit "self-reported" and "he review" two strategies to evaluate relative efficiency of decision making units,weaken the cult classic DEA model size consistent conclusion too much difficult to determine the accurate efficiency.(2)DEA model to measure the multi process from 2010 to 2014,after the provincial energy efficiency in China,using the grey correlation TOPSIS method for energy efficiency of 31 provinces value sorting,finally it is concluded that comprehensive sequencing.Because TOPSIS method can't reflect the decision scheme and ideal solution from the shape of the degree of grey correlation degree is to reflect the change trend of press close to,so combined with grey correlation TOPSIS,can overcome the defect of grey correlation TOPSIS method and,improving the results of the comprehensive decision.(3)input index selection,from the traditional methods in the literature of other researchers,when measuring the energy efficiency,energy resources as an input index calculation,and this article will energy separation for coal,oil,natural gas three input indicators to measure,although the measurement results and the previous literature,but it can be from the more specific the provinces domain of energy resource usage analysis of energy efficiency,more targeted conclusions.
