It is the times of an information explosion and the 3rd industrial revolution has continued to deepen and the 4th industrial revolution is upcoming. There are huge data used and created at any moment in the world. It is become a common subject for all kinds of organization, how to make scientific decisions through data analysis. So far traditional retail business slacks down due to the world economy recession and on-line retail business. It need to sever better the customer and gain the competitive edge through smarter and faster decision-making, which based on data analysis. Some big players in traditional retail business, such as Walmart already departure earlier. Carrefour have to catch up quickly, otherwise it may be knocked out by the market in near future.By the theory of Strategy Management and Marketing, The article analyzed the situation and problems of current data utilization of Carrefour Territory Merchandise Center(TMC); clarified the realistic significance of improving the data using ability of TMC. Then raised solutions through the theory of Data Management; One is to set up an Independent Data Mart, which face to Carrefour TMC. It helps to solve today's problem in data using, and reply to external environment changing, competition balancing and improving relations between company and stakeholders. The other is apply Data-mining, it helps TMC to make faster and smarter decisions on business issues. Last but not least, also proposed safeguard method to help the solutions are well implemented.The papers solved the TMC's problems on data utilization and improved the decision efficiency and decision quality. The papers have certain reference meaning to other retailing business or purchasing department.
