The Investigation And Study For The Comprehensive Market Regulatory Reform Of Dalian

Market supervision is defined as the overall direct interventions imposed on the mainbody of market activities and its behaviors by that of market supervision such as limits and restraint. The 16 thNational Congress of the CPC took in market supervision as one of the four major government functions, clarified its core status in China's public administration and affirmed its vital importance in maintaining market order and optimizing the allocation of resources. It was decided at the Third Plenary Session of the 18 th Central Committee of the Communist Party of China that reform of the market supervision system will be carried out for unified market supervision. The plenum also pointed out that we must deepen reform of the administrative law-enforcement system, integrate the subjects of law-enforcement,relatively centralize law-enforcement powers, promote comprehensive law-enforcement,spare no effort to solve the issues including overlapping powers and responsibilities and duplicate law-enforcement and establish a unified and efficient administrative law-enforcement system. In 2004, Dalian officially launched its reform of market comprehensive supervision system. One of our five municipalities separately listed on the state plan and 15 sub-provincial cities, Dalian is an important port, trading and financial center in northern China. It enjoys higher levels of economic and social progress and plays a leading and guiding role in the economic development of Northeast China. At present,economic growth has slowed down and the market has been in lack of vitality in this area.Dalian, as a leading city in the regional economic development, plays a significant exemplary role in the northeast region. How would Dalian take the reform of market comprehensive supervision system as an opportunity to stimulate market vitality and promote rapid economic and social development under the policy of mass entrepreneurship and innovation is an important topic.In this paper, literature analysis, interview and questionnaire are involved in the investigation of the status quo of Dalian's market supervision reform and the survey of satisfaction and existing problems. The paper also analyzes and summarizes the main factorsthat affect the satisfaction of the reform and puts forward countermeasures and suggestions to solve the problems.
