Study On The Current Situation,Problems And Countermeasures Of The Reform Of Chongqing Commercial Registration System

As an important part of the reform of the commercial system,the reform of the commercial registration system is a major deployment of the Party Central Committee and the State Council to comprehensively deepen reforms,transform government functions,and release development potential under the new situation.Since the State Council issued relevant documents in 2013,the country has taken the deepening of the Commercial System Reform Committee as an important breakthrough from top to bottom in accordance with the requirements of the State Council,striving to create a relaxed market access environment and a fair market competition environment,and to learn advanced markets.The concept of supervision,innovation of market supervision system,improve the efficiency of market supervision,and ensure the sustained and healthy development of the economy and society.In this context,on January 28,2014,the municipal government of Chongqing issued the “Chongqing Business Registration System Reform Implementation Plan”,which opened the prelude to the reform of the Chongqing commercial registration system,which is ahead of the national reform implementation time.For more than a month,it has become one of the few provinces and cities in the country to take the lead in reform.An analysis of the status quo of the overall reform shows that the reform has continued to progress steadily and has achieved great results.However,in the actual process of reform,there are hidden problems in the conditions of registration,and there are many false registrations;there is a lack of market supervision after the reform;Communication and coordination are not smooth;market entities are not efficient in registration,their ideological understanding is not in place,the legal system is lagging behind,and credit awareness is indifferent.As an important strategic fulcrum for the development of the western region and the junction of the “Belt and Road” and the Yangtze River Economic Belt,Chongqing City has a unique strategic and unique role in the integration of the East and the West.Through the literature method,inductive method and comparative research method,this paper studies the theory,system and reform experience of the existing commercial registration system,and combines the actual work of the work to deepen the problems and causes in the reform of the commercial system in Chongqing.The analysis provided personal suggestions and countermeasures for Chongqing to continue to deepen the reform of the commercial registration system.On the basis of relevant research,this paper puts forward some targeted suggestions: firstly,attach importance to post-event supervision in registration,establish departmental coordination mechanism,strengthen the propaganda of reform policies,explore the establishment of a follow-up market supervision system compatible with reform,and improve daily life.The supervision mechanism promotes the sharing of credit information among departments;secondly,fully utilizes the functions of service-oriented government,continues to promote the decentralization of administration,actively promotes the electronicization of registration,strengthens window construction,and improves the efficiency of commercial registration;again,improve the legal system and strengthen credit.System construction;finally explore institutional innovation,explore the exemption registration of individual industrial and commercial households,explore and improve the big data supervision mechanism,explore the third-party agency entrustment mechanism and other systems to promote reform deepening.
