China has adopted the reform and open policy for thirty years,the economy has achieved a rapid development,the livelihood of its people has markedly improved.Its social and cultural programs have made considerable progress.Our country has achieved a shift from a highly centralized socialist planned economy to a free socialist market economy.The shift must affect the social,cultural and other aspects of the city.At the same time,with the development of the model of gradual institutional changes,the city,along with contradictions among urban,resource,environment and economic development,has forced us to deepen institutional reform and transformation.The country has cultivated market vigorously.Meanwhile,the function of government has never stopped.And in the process of the rapid change and transformation of cities,the institution plays a quite important role in the development of urban transition,which often includes the indicators of labor,enterprise,foreign investment,etc.Based on these indicators,we build an index system which includes four dimensions,and undertake research on the results and effects of institution transformation.The government has adopted unbalanced development model and has chosen the place which is a little difficult to reform,and then extended to the whole country.Urban economic development level has decreased from the east coast to the inland areas in the space,and the gap is increasing.This paper is divided into seven chapters.The first and second chapters expound the background and significance of the topic,the research progress,the related theories and so on.Based on it,the chapters elaborate the institutional mechanism of the perspective of urban system and regional spatial policy.By the means of spatial interpolation,regression analysis and synthesis of spatial data and the date from 2003 to 2013,we have conducted a comprehensive measure for the level of Chinese urban transformation under the influence of a gradual institution in the 286 prefectures of China.Then this paper explores the relationship between urban transformation and urban scale and the temporal and spatial evolution in the national spatial scale.At last,we have discussed the relationship between urban transformation and governmentfactors.The seventh chapter draws some conclusions.The main conclusions are as follows:(1)The results and effects of urban transformation are positively correlated with urban scale,which are increasing year by year with the increase of the size of the unit city.It is in the northeast plate that the results and effects are significantly correlated with city scale.And the eastern plate has the maximum growth rate.(2)From 2003 to 2013,the results and effects of institution transformation all decrease from the east coast to the inland areas in the space.In terms of time,the effects vary from scattered in 2003 to linear spread in 2008,and there is a tendency to become planar extension in 2013.(3)With urban agglomeration becoming the new regional unit participating in international competition and the division of labor,the institutional changes of it are typical representative.The institutional results and effects of urban agglomerations are significant and meet the Concentric Zone Theory,which present the law of diminishing circle from the center to the periphery.And the high-value point in the middle and western areas may present a single city,especially the capital and resource-based city.(4)The effects are largely correlated with the result of institution change and the correlation is becoming more and more significant.The institution factors are the core power of China's urban transformation and development,and the gradual institution promotes the transformation and development of the city effectively.(5)The government has a strong effect on the key city of the national urban agglomeration.And it has a greater effect on itself than surrounding cities.Moreover,its effect on the surrounding cities isn't to be ignored.The government factors have increasing impact on the urban transition.
