The Research On The Farmland Institutional Transition After The Foundation Of The People’s Republic Of China

Since the founding of People’s Republic of China, Chinese rural land system hasexperienced the changes of the private ownership of farmland to the household contractresponsibility system. Along with the games between various interest groups, the systemof farmland shows different changing track at different times. The first section of thispaper described the background of agricultural land system’s changes as well as domesticand foreign scholars’ researches on this issue, and then described the theoretical andpractical significance in the study of agricultural land system on the development ofChinese agricultural land system. In the second part, the author analyzed the differentchanges between the period of land reform and agricultural co-operation period andPeople’s commune period as well as the household contract responsibility system periodfrom a historical perspective. The author thinks that the changes of agriculturalco-operation period and People’s commune period are under the guidance of thegovernment, and it showed strong governmental color. The agricultural land systemduring the household contract responsibility system is a farmer-led, bottom-up inducedinstitutional change. The third part of this paper analyzed the influencing factors aboutthe system of Chinese agricultural land system and summarized the experience in it.Finally, the author analyzed the problem of agricultural land system and listed the currentacademia several constructive proposals on reform of China’s agricultural land, an at last,put forward the basic ideas of reform to further improve the current system ofagricultural land.
