Pipeline transportation has become the fifth transportation after the railway,highway,shipping,and air transportation.It has the advantages of large capacity,not being limited by the climate and ground factors,continuous operations,and low cost,compared to the traditional mode of transportation.The development of China's oil and gas pipeline transportation industry began in 1970 s,since entering 21 st century,the domestic oil and gas pipeline transportation industry has been developed rapidly,the caliber of oil and gas pipeline is increasing,the flow capacity of oil and gas pipeline increased significantly,as well as the transport distance of oil and gas pipelines.The oil and gas pipeline is being developed into a network from the traditional route.By the end of 2015,the total mileage of China's onshore oil and gas pipeline reached 120 thousand kilometers,oil and gas pipeline transportation plays an important role in the construction of national economy and society.After the completion of oil and gas pipeline,its operation and management interface generally carried out according to geographic regions.Western Pipeline Co.Ltd,in this thesis,is responsible for the operation and management of oil and gas pipeline,which belongs to China National Petroleum Corporation,in Xinjiang,Gansu and Qinghai provinces,in Northwest China.In this paper,the strategic management theory,methods and tools has been used for West Pipeline Co.,Ltd,to carry on the strategic analysis,strategy formulation,and the corresponding measures.Firstly,this paper analyzed the macro,industry and market environment of the company,as well as the industry competition structure,customers,and main competitors,analyzed the internal environment of the company.Then analyzed and evaluated the key factors affecting the internal and external environment of the company,and used the SWOT analysis model to match and analyze the key factors affecting the internal and external environment of the company,and formulated the corporate-level strategy and the business-level strategy.Finally,the implementation of the strategy of the company and control measures are given.This paper found that the West Pipeline Co.,Ltd should implement a maintenance strategy at the corporate leve in current internal and external environment,and assist the cost leadership strategy at the business level.As the northwestern channel of China's four major strategic channel of oil and gas,it is also an important channel of China's imports of natural gas,natural gas pipeline business will become its future business growth point.In spite of the good momentum of development in the future,there are lacks in the large-scale advanced equipmentoperation and maintenance,as well as cultivation of high quality talents.In the next period,the company needs to devote more resources and energy to talent training.In this paper,the strategic analysis,strategy,corresponding implementation and control measures,has certain reference significance for the future development and strategic management of West Pipeline Co.,Ltd,and also provides a certain reference for the strategic management of other enterprises in oil and gas pipeline transportation industry.
