Performance Evaluation And Research On Policy Of Xinfeng County Of Guangdong For Guaranteed Small Loans For The Unemployed

In order to solve the current employment problems and respond to the impact and pressure of the economic structure,China has adopted a positive employment policy.China's "13th Five-Year" plan gives a priority to "employment" and proposes to actively build an entrepreneurial service platform for everyone.The small loan guarantee policy for laid-off workers is a specific measure of re-employment policy.As a positive response to the call for "mass entrepreneurship and innovation",Xinfeng County,Shaoguan City of Guangdong Province has accurately identified potential support objects in actual work and played the role of guaranteeing an entrepreneurial loan to solve their difficulties in financing and help realize their entrepreneurial dreams.This paper attempts to quantitatively evaluate the guaranteed small loans of Xinfeng County in 2015 and concludes that the small-loan guarantee policy has basically achieved an ideal effect in Xinfeng County as the policy has promoted laid-off workers to started an undertaking independently and enabled more people to become employed.However,problems exist in the implementation of the small-loan guarantee policy in Xinfeng County,such as a long application time,low efficiency and a low loan repayment rate.To solve these problems,Xinfeng County shall start from the perspectives of decision-making,process and effect,improve the performance evaluation mechanism and the coordination management mechanism of its small-loan guarantee policy for laid-off workers,and implement supporting measures for strengthening the effect of the policy.
