This article discussed the present conditions of the laid-off workers in our nation byinvestigating the re-employment and vocational guidance of laid-off workers in XichengDistrict, Beijing in 2004. This investigation was supported by National Social ScientificFunds.This article can be classified into five chapters as follows:The first chapter is the background study, including three parts: the times backgroundof laid-off workers, the present conditions of laid-off workers in recent years, and theconditions of vocational guidance in recent years. By doing so, the author pointed out indetail that the re-employment problem is very important to the economic establishment andsocial stability. The second chapter is the literature review. In this part, the author chose thetypical theories about solving laid-off workers' problems and the re-employmentexperience in some countries such as America, Australia and Japan to illustrate thetheoretical results in this issue. The other parts are the main part of this article. In the thirdand the fourth part, the author analyzed the result of the 2004 investigation and in the fifthpart, the author recommended her own suggestions about this issue, i.e. both the laid-offworkers themselves and the government should care for this issue from different angles.For the laid-off workers, career development plan is the best way to practice self-evaluation;for the government, effective classified vocational guidance is a good way tohelp laid-off workers and at the same time the person who deals with the vocationalguidance should increase their vocational techniques. At last, the author again illustratedthe realistic meaning of this article.
