Government investment projects are infrastructure project and public welfare project that are closely related to people's lives,and it plays a vital role in social development.In the background of promoting economic development and meeting the needs of the people,our country government investment projects played an extremely important role in investment in fixed assets.However,during these project design stages,officials as decision makers due to the existence of personal preferences and the need for achievement,distorted the cognition of the building and intervene in the architectural design process;as the main creator of building design didn't have creative freedom,and ultimately may become a "drawing carpenter";publics as the ultimate user of the government investment projects cannot participate in the design decision process substantially,which resulted in the use value of the project was reduced,and maybe form "performance project".Based on the background,this paper through the research of subject background,meaning,related literature and related theory analyzed the relationship and behavior rules between the owners,designers and publics in the design stage of the government investment projects,using evolutionary game theory constructed two game model constructed,intended to explore influencing factors of the strategy selection of owners and designers and the change evolutionary stabilization strategies of owners and designers in the context of public participation,provided focus for the optimization of each group strategy selection finally.This paper first established the evolution model of the two groups of owners and designers,through analyzing found out the factors that influenced strategy choice of the two sides were the spirit benefits of the owners and designers,designers' cost,the probability and punishment when preference was found,and used MATLAB software to numerical simulation,then found out the initial value of the population ratio of one party can affect the time to reach the evolutionary steady state but cannot affect the final evolutionary steady state.Secondly,considering more and more projects decision process carried out public participation,we constructed a three group evolutionary game model of owners,designers and publics,most unfavorable balance(0,0)of two groups game as the starting point,through five arrays to discuss the improvement process of evolutionary stability strategy was discussed,and found condition that the equilibrium point was changed from(0,0)to(1,1,1),and the initial value of the population ratio may affect the final steady state in three group evolution game.At the end of the paper,In order to promote each group to achieve the most favorable balance of project,and improve the use value of government investment projects,based on the analysis results of two groups of game and three groups of game,from the owners,designers and publics three aspects to give the strategy selection optimization measures,it can be used to guide the design process management of government investment projects.
