Economic globalization is the process of the productive growth and the progress of science and technology promote and accelerate the flow of productive factors among countries.The development of globalization has deeply influenced on the process of regional cooperation.Therefore,globalization and regionalization complement each other and promote each other.Both objectives are to facilitate the allocation of production factors more efficient.However,the phenomenon of anti globalization has appeared in developed countries since the beginning of the21 st century,and its outstanding performance is Britain's withdrawal from Europe and the withdrawal of the United States from the TPP agreement.In this case,the premise assumption of regionalization will be changed,and the applicability of the traditional regional economic cooperation theory has run away.In this situation,the leading countries of regional cooperation worry about losing market and capital outflow,so it is more inclined to use their own comparative advantage to create regional cooperation mechanism which is conducive to themself through the reconstruction of the international rules,As a result,such regional cooperation mechanisms are competitive.After the war,Japan's economy gradually recovered and integrated into the international trade system led by the United States.From 1960 s to the late 80 s,it formulated a clear strategy of East Asian regional cooperation.In 1990 s,Japan shifted from multilateralism centered on WTO to regional cooperation.The main scope of regional cooperation is Asia Pacific region.Balancing China is one of the important considerations for its foreign economic strategy.Interest groups and America affect the formulation and implementation of the regional cooperation strategy in Japan.The United States withdrew from the TPP agreement made Japan get into a embarrassing situation,faced with the repetitious regional economic cooperation in East Asian,Japan's strategy of regional economic cooperation is confronted with many difficulties,reallocation is necessary.It frustrates the Andoubleadministration's "global diplomacy strategy" that the United States withdrew from the TPP,which also has a negative impact on Japan's trade and investment,meanwhile suppressing Japan on the strength of curbing China,but objectively strengthened the power of RCEP led by ASEAN.Although regional economic cooperation such as The Belt and Road,China's neighboring diplomacy,Asian infrastructure investment bank,and RCEP promote the economic cooperation in East Asia.However,the rise of China and the balance strategy of the great powers of ASEAN have restrained Japan to be the leading country in East Asia regional economic cooperation to a certain extent.In addition,the situation in Asia caused the regional trade rules sheared,and has become a barrier to Japan's regional economic cooperation in East Asia.The regional positioning of Japan's future economic cooperation is to shrink the focus of its foreign economic cooperation from the Asia Pacific region to East Asia.As a result of the change of the dominant factors of regional cooperation,Japan will launch a fierce game with China and ASEAN in the leading power of economic cooperation.Japan will reduce the China's influence in East Asia through the provision of public goods such as the ODA strategy in the future,and construct the reginalization of yen through the Chiang Mai initiative Multilateralisation.Based on Japan's agricultural reform and realistic strategic interests considering,Japan will make use of the existing results of the TPP agreement to promote the integration process in East Asia,Japan,strengthen and promote regional integration and bilateral cooperation in depth in the short-term future,.In the medium to long term,Japan will integrate RCEP to lead the regional economic cooperation in East Asia,and construct a pattern of East Asian integration that reflects Japan's comparative advantages.
