| Xinjiang is located in the northwest of China,has more than 1.6 million square kilometers area and have more than 5,600 kilometers border land,is a quarter of Chinese land area. Xinjiang is "silk road" of the only road of China in the history, now is an important road access to central Asia. As near by kazakhstan, kyrgyzstan, tajikistan and uzbekistan, turkmenistan five central Asian countries to the west, Xinjiang is an important Portal gateway for China opening to the west outside world, have the advantages of location to expanded trade and economic cooperation,and is a forward position to develop middle Asia, west Asia, South Asia and Europe market. Xinjiang has carried out many favorable conditions in agricultural cooperation with central Asian countries. Compared with central Asian countries, Xinjiang has obvious comparative advantage in labor and technology-intensive vegetables, fruits and flowers production, Central Asian countries not only need these cheap quality agricultural products,but also have wishes to strengthen agricultural science and technology cooperation,expanding agricultural trade and investment with China's xinjiang.Along with the relations offriendship and cooperation development between China and five central Asian countries, especially the establishment and perfection of Shanghai Cooperation Organization(SCO),China's xinjiang and the central Asian countries agricultural cooperation have good opportunities for development.Cooperation mechanism imperfect is the most important factor in agricultural regional cooperation between China and the central Asian countries.Based on the basic understanding,through theoretical analysis and practical experience for reference,this thesis in-depth analysis the basis and potentiality in agricultural regional cooperation between Xinjiang and central Asian countries,explore the existing cooperation mechanisms and defects and shortcomings, and to solve the problem and the trend of future cooperation, in order to promote agricultural regional cooperation between China's xinjiang and central Asian countries deeply, sustainable and efficient, the thesis preliminarary constructed the framework of agricultural regional cooperation mechanism,finally superficial puts the policy Suggestions to ensure cooperation mechanism effective.Through the analysis, this article draws following conclusions:(1) in agricultural trade, agricultural science and technology, agriculture investment fields,China's xinjiang and the central Asian countries have strong complementarity, the prospect of agricultural regional cooperation is very wide.(2) present agricultural cooperation mainly focus on agricultural trade, agricultural technology cooperation mostly confined to such visits, thoroughbred introduction of agricultural scientific research, major cooperation project is still very lack, agricultural investment also fewer, and mainly in some small and medium-sized enterprises. Agricultural cooperation potential complementary did not translate into real mutually beneficial. (3) cooperation mechanism between China's xinjiang and central Asian countries is imperfect,existing cooperation mechanisms mostly belongs to the lower level, loose cooperative mechanism, this cooperative mechanism with soft binding and the institutional characteristics, economic benefits for all cooperation ability is insufficient, to coordinate the all cooperation is not strong, this characteristics greatly affects the cooperation enthusiasm of the both sides. (4)the content of regional cooperation mechanism between China's xinjiang and central Asia countries includes:agricultural cooperative communication consultation mechanism; agricultural trade and investment arbitration coordination mechanism; agricultural industry docking mechanism; Agricultural production and marketing docking mechanism; Agriculture exhibition cooperation mechanism;Agricultural talent and technology exchange mechanism; Agricultural cooperation information consulting service mechanism; agricultural cooperative investment and financing mechanism; agricultural cooperation riskguard mechanism; agricultural cooperation main body interaction mechanism; (5) with central Asian countries in China's xinjiang agricultural regional cooperation should seek the support of the country, efforts in the sco in agricultural cooperation framework, on the basis of existing cooperation mechanism, strengthen the functions of government leading, through the platform structures, matching funds and policy, establish and perfect the agricultural regional cooperation mechanism. |
