The Difficulties And Measures In The Implementation Of Restrict Issuance Of New Car Licenses Policy In Guangzhou City

With the development of science and technology,the global production of vehicles has risen sharply,and the market price of vehicles has gradually declined with China's accession to the WTO.Most of the first-tier cities in China have kept the number of small and medium-sized passenger cars,and the problems such as serious traffic congestion have occurred.Also appeared the corresponding problem.To this end,Guangzhou City in June 30,2012 specifically introduced the "Guangzhou City,the total amount of small passenger cars to control the interim management approach" and the July 1,2013 promulgated the "Guangzhou City,the total amount of small passenger cars regulation and management approach",and strive to ease the above issues,the policy is introduced,the community reacted differently.Therefore,it is of great significance to carry out the research on the difficulties and countermeasures in the implementation of the policy of automobile license in Guangzhou.It is helpful to promote the domestic policy of car limit policy,and the second is to solve the problem Policy,and provide decision-making reference for decision-making of car limit policy.Based on the theory of public policy implementation and the theory of new public management,this paper investigates the dilemma in the implementation of the policy of vehicle licensing in Guangzhou from the perspective of the effect of policy implementation.It mainly adopts the literature research method,the questionnaire survey method and the interview method Research methods.Through the collection of data and analysis of data,this paper will be in-depth understanding of the current situation of Guangzhou City car licensing policy implementation of the status quo,looking for the implementation of the plight of the process,analysis of the reasons for the difficulties,the reasons are reflected in the following four aspects: First,Foreign car on the card;the second is the user to buy new energy vehicles did not show the results;third is expected to ease the road congestion did not change;four is the impact of local car sales industry development.Based on the analysis of the difficulties in the implementation of licensing policy in Guangzhou and the causes of the difficulties,this paper puts forward some countermeasures to improve the policy of automobile licensing in Guangzhou: one is to increase the investment of public transportation and develop intelligent transportation.Outside the city free parking area;three is to increase energy-saving cars,new energy vehicles propaganda;four is to increase the new energy vehicles own brand and core technology encouragement.
