In order to alleviate the enormous pressure of road traffic,China's major first-tier cities and some second-tier or third-tier cities have chosen to develop rail transit to ease the increasing traffic pressure.However,rail transit have a same characteristics like other municipal infrastructure projects,for example,the construction period is longer and the project investment amount is large,so in the short term,the major cities have proposed to the development of rail transit construction "sustainable development concept" ?This paper selects Shenzhen Metro Line 4 Phase III project as the research object,and makes a comprehensive exposition on the development strategy of Shenzhen rail transit investment and financing mechanism,the acquisition of land use right and the relevant legal basis,technical application conditions and obstacle factors.Subway Line 4,this specific case to study,put forward the specific refinement of the operation,and the direction of the next step to give guidance.For other cities in China's infrastructure investment financing to provide reference,but also for the rail transit project investment and financing to provide practical experience.Rail Transit Line 4(Longhua Line)Phase III project has started construction in 2016,the current National Development and Reform Commission has approved.Line 4 Phase III is expected to be opened in 2020.After the completion of the Shenzhen Longhua Guanlan area residents are expected to take the subway directly to Fukuda port,but also take the subway to reach the urban areas.According to the "National Development and Reform Commission National Development and Reform Commission,a number of basic [2015]" and "Shenzhen Urban Rail Transit Phase III construction plan(2011 ~ 2020)adjustment program" approved(modified)documents,Shenzhen Metro Line 4 The third phase of the project is from Qinghu station to Niuhu station,10.8 kilometers long line,set up eight stations,9.8 billion yuan investment,planning and construction period from 2016 to 2020.It can be seen that the funding problem is the core issue restricting the development of urban rail transit,raising funds is the construction of rail transport projects in the top priority.Shenzhen City Rail Transit construction has always attached great importance to the use of various investment and financing channels in the project,the traditional government investment and financing model,about 70% of the distribution from the government to finance,about 30% of the funds by commercial bank loans to solve;Line II construction to take BT mode,in the second phase of the use of BOT mode line construction.In order to carry out the construction of the remaining third stage and the late stage,the Shenzhen Municipal Government actively explored innovation and sought new ways of solving the problems in the subway construction with new investment and financing methods,improving the shortage of funds for the construction of the existing rail transit projects,and insufficient investment income and solvency The status quo.The use of PPP financing model,can attract social capital to enter,broaden the sources of funds,reduce the burden of government expenditure,improve the construction and operation of rail transit projects,is a very good way of investment and financing.In this paper,through the application of PPP financing mode in rail transit project,combined with the application of PPP financing mode of Shenzhen Metro Line 3,the paper analyzes the specific practices of each stage of the project to improve the possibility of the financing of PPP project.And then put forward in the application of PPP mode should pay attention to the following points:(1)to find the right investors,(2)to improve the ability to respond to risk and organizational coordination,(3)to learn advanced experience,(4)focus on personnel training,(5)to improve operational service level.Through the research of this paper,it is of great significance for the development and construction of similar projects in Shenzhen and even across the country.
