Ground service is to provide service guarantee is an important part of airlines,among them,the airport transportation workers directly in the face of passengers,to provide professional,high quality service for passengers,such as important passengers,no adult children special passenger boarding guide services,etc.,such as its personnel deployment of management that is allocated tasks to employees to establish work schedules,so as to meet the demand of production ability and level directly affects the flight whether can run normally,which directly affect the customer satisfaction and corporate performance.And airport transportation personnel deployment problem because of the personnel and the flight number,constraints,limitations and other uncertain factors,lead to the difficulty and complexity of airport transportation personnel deployment management.Shenzhen Airlines current airport transportation personnel deployment management still stays in the manual management phase,scheduling staff flight security task allocation according to personal experience,and constantly amended,after the problem is likely to lead to employees dissatisfied with the unequal distribution of workload,low efficiency of personnel assignment,cannot make full use of human resources and other issues.With increasing ground service work,working process and working content complexity,this way with experienced management gradually revealed more drawbacks,cannot meet the need of service.This paper first introduces the status of civil aviation and Shenzhen aviation ground attendants deployment management status,on the basis of analysis of the current attendants deployment management problems and the necessity to solve the problem;Secondly,this article to simplify the process of scheduling workload evaluation and flight security task allocation in two stages;Again,according to the characteristics of the flight security task,based on the flight security WBS decomposition,the flight security tasks into each small task more clearly,through methods of literature analysis,expert evaluation,access,build the flight security staff capacity demand evaluation;Finally,the scheduling management and training of personnel work of mutual cooperation,put forward the normal flight and flight delays,staffing management improvement plan.This article through to find the improvement project of airport tran sportation personnel deployment,not only changed the limitations of the current personnel deployment based on experience,realize the rational allocation of human resources and optimize the utilization,reduce the waste of human resources,also for the sa me industry or other ground service personnel deployment management act as a reference.
