Performance Evaluation Acquisition Of Basic Construction Projects Invested By Government Based On The Whole Process Perspective

Currently,the financial budget management of our country began to change from strengthing the standardization of expenditure to regarding the effectiveness of expenditure.The performance evaluation of government investment projects is an effective management tool to adapt to the current financial situation and budget management requirements.However,from the current performance evaluation practice,there are still two major problems: firstly,the performance evaluation acquisition has the characteristics of post supplement and non-verifiability.The reason is the current performance evaluation evidence is collected after the completion of the project.Performance evaluation acquisition have not the characteristics of immediacy,which lead to guaranting the quality of performance evaluation becoming hardly.At the same time,it increases the difficulty of obtaining evidence,so that the integrity,accuracy,objectivity and evaluation of evidence is insufficient.Secondly,judging from the actual situation of the current performance evaluation,performance evaluation acquisition relies heavily on the person who is appraised,leading to lacking of independence in evaluation work,Which leads to the loss of objectivity and credibility of performance evaluation results.Therefore,the problem of performance evaluation acquisition is a key problem to be solved urgently in the practice of the performance evaluation of basic construction projects invested by government based.Based on the above problems,the paper conducts the following research using literature analysis,analytic hierarchy process,expert interviews,brainstorming,evidence based analysis and grey relational analysis:Firstly,Constructing of the phased performance evaluation evidence list of basic construction projects invested by government based.First of all,through the analysis of literature and legal documents,this paper selects the initial evidence of performance evaluation;Second,using the analytic hierarchy process(AHP)formulate the principle,in order to screen the initial performance self-assessment evidence.And then,we use expert interviews and brainstorming methods to supplement and improve the self evaluation evidence,building the final list of self-assessment evidence.And last,using the method of based on the analysis of evidence,this paper analyzes the verifiability problem of proving the list of self-assessment evidenceSecondly,research on establishing the relationship between the list of self evaluation evidence and the performance evaluation of the third party.First of all,this paper analyzes the correlation mechanism between the common indicators of the third party performance evaluation and the list of self-assessment evidence;Second,through statistical analysis,data sources are 17 categories of a total of 69 performance evaluation projects completed by the IPPCE institute since 2002-2005 and we do a statistics about the use of self evaluationevidence list and third party performance evaluation index.Last but not least,using the gray correlation method verifies the relevance of the two.Thirdly,research on the sources of evidence and the ways of collecting the third party performance evaluation.On the basis of the existing common indexes(the construction of the index system is through two screening and one optimization),the evidence source of the third party performance evaluation is studied and determined.Then,the independent analysis of performance evaluation evidence for each indicator matching is performed;Final,some reasonable suggestions are put forward for the performance evaluation results which can not be obtained independently.
