Qualitative Comparative Analysis Of Influences Of China's Water Rights Markets' Performance

In 2014,the Ministry of Water Resources carried out the pilot work of water resources using rights affirmation and water rights trade in Hubei and other seven provinces,reflecting that the country is actively enhancing the promotion of water rights,and its determination to construct and foster water market.This paper selected 10 pilot cases of water rights market in north and south of China as the research object,and summarized the relevant literatures influencing the effective operation of water rights market,and extracted four key influencing factors(technical level,water price structure,compensation protection mechanism and Water Users Association).By analyzing the relevant literature of the influencing factors model,and combining the construction system of Chinese water rights market and the theory of water rights market,this paper constructed the theoretical model of the influence of these four factors on the operation effect of water rights market.This research mainly used the literature research method,the multi-case comparative analysis method,the qualitative comparative analysis method,etc.,among which,the qualitative comparative analysis method is used to analyze the influence of the four factors of the technical level,the water price structure,the compensation protection mechanism and the Water Users Association on the operation of the water rights market.In this paper,the following three conclusions are obtained through empirical analysis.Firstly,the effect of water rights market is not ideal,which is the result of the combination of technical level,water price structure,compensation protection mechanism and Water Users Association factors.Secondly,the qualitative comparative analysis was used to identify the three kinds of combined reasons that affect the effective operation of water rights market,namely:(1)The irrational structure of the water price in the trading area,the absence of the corresponding compensation mechanism,and the lack of attention to the participation of the Water Users Association will lead to the unsatisfactory results of the regional water rights market.(2)The trading area has a certain compensation and protection mechanism,as well as attention to the participation of Water Users Association,but the engineering and technical conditions are not perfect and the water price structure is irrational,which will also lead to unsatisfactory operation results of water rights market.(3)The technical conditions of the trading area are perfect,the water price structure is reasonable and the development of the Water Users Association is emphasized.However,the lack of the corresponding compensation and protection mechanism will lead to the unsatisfactory operation of the water rights market.According to the above mentioned,recommendations are made as follows:(1)Improve the water saving engineering technology in the trading area;(2)Establish a reasonable price mechanism for water rights transactions;(3)Focus on establishing and improving the protection mechanism of water rightstransfer interests;(4)Let the Water Users Association plays a positive role in the water rights market.The innovation of this paper includes the application of qualitative comparative analysis method based on distinct set to study the factors that lead to the unsatisfactory operation of water rights market.
