Tianjin "Coast Outlet" Effect Under The Beijing Tianjin Hebei Economic Integration And Coordinated Development Background

Since entering the "new normal" economy,China's economy has entered a new stage,China's GDP growth rate has declined.Since 2012,China's gross domestic product growth rate began to fall.GDP growth fell below 8%,can not reach the average growth rate of about10% per year in the past thirty years,this is a fundamental change in the the "new normal" economy.Facing the "new normal" economy,facing the urgent need of industrial transformation and upgrading,China urgently needs to find new ways and means to make economic grow.In this context,the central government has proposed three major regional development strategies,including coordinated development for the Beijing-Tianjin-Hebei region.Beijing Tianjin and Hebei coordinated development strategy is regarded as a national development strategy.Recalling the process,Beijing Tianjin and Hebei coordinated development strategy is the further deepening of the economic integration process of Beijing Tianjin and Hebei.In order to study the effect of Tianjin Coast Outlet Effect on the Beijing Tianjin Hebei Economic Integration and Coordinated Development,we selected the micro section data and panel data of export enterprises in Beijing and Hebei from 2000-2006 years,and constructed a micro gravity model included in heterogeneous enterprise and Tianjin Coast Outlet Effect,so we made quantitative analysis of the influence of Tianjin on the export intensive margin of Beijing and Hebei export enterprises under the background of the Jing-Jin-Ji Economic integration.The results show that,under the background of the Jing-Jin-Ji Economic integration,Tianjin had a good Coast Outlet Effect,it greatly improved the export trade volume of Beijing and Hebei export enterprises,and significantly enhanced the intensive margin of export enterprises in Beijing or Hebei Province,from the export level to promote the economic integration of Beijing,Tianjin and Hebei.So we think,Beijing Tianjin and Hebei coordinated development strategy is the further deepening of the economic integration process of Beijing Tianjin and Hebei,Tianjin FTA is the “cardiac” to make Tianjin play a greater and stronger Coast Outlet Effect,with the implementation of a series of trade promotion measures in Tianjin FTA,under the background of the Beijing Tianjin and Hebei coordinated development,we can foreknow Tianjin FTA will play a better Coast Outlet Effect.Tianjin will become an important channel for enterprises located in Beijing,Tianjin and HebeiProvinces,then will further promote the implementation of Beijing Tianjin and Hebei collaborative development strategy.Finally,based on the above conclusions,we puts forward the following policy recommendations for the construction of Tianjin free trade zone and the joint development of Beijing,Tianjin and Hebei.First,the location of the FTA should be selected in a strong economic base,superior geographical position,good natural comparative advantage region,this can better play the role of FTA,with the implementation of a series of FTA measures,the regional advantages will be further expanded,so can better promote economic development.Second,the government in order to achieve a certain economic objectives,when they make appropriate policies,they should consider the policy superposition effect.They can make two or more complementary policies,do two things at the same time,so they can achieve the anticipated goal faster and better,and promote the development of social economy.Third,they should get rid of the city's regional barriers,adhere to the overall vision,break “the third of an acre "concept,so they could expand the domestic market scale and promote enterprise development and growth.Fourth,give full play to their comparative advantages,do a good job in industrial transformation and upgrading.
