Human Capital Optimum And Industry Structure Upgrading Under The Public Administration Perspective

Public administration owns its obvious feature as a cross subject,and it is aimed to promote economic and social sustainable development.As the subject of public administration,the government has the obligation for macro-adjustment,public service,market supervision and social management etc.Promoting industry structure upgrading is an important task for carrying out the Yangtze economic belt strategy and raising the quality and efficiency of its economic development,industry structure upgrading is a part of economic growth.bearing the economic functions,the government has the duties to promote industry structure upgrading.As the core of innovation drive,human capital is an indispensable key element in the process of industry structure upgrading.At present,the development of the Yangtze economic belt is entering the stage that innovation driven promotes industry transformation and upgrading,the less optimal condition of human capital stock and its structure restricts industry structure upgrading.Under the background of advancing national governance capacity and modernization of governance system,give full pay to the government's functions in public administration,explore the public policy which can optimize human capital stock and its structure,no doubt on playing a better support to industry structure is of great importance in the Yangtze economic belt.The empirical results show that,in contrast to the vertical and horizontal eleven provinces and three regions,whether it is human capital stock,or its inner structure and distribution structure,which exist obvious regional difference in those provinces,the downstream region is overall superior to middle region and upper region.In addition,from the perspective of empirical results that human capital and its structure on industry structure upgrading,the support effect that human capital on industry structure upgrading is needed to be promoted,it is concretely represented: The support effort that human capital on industry structure is to be improved in the Yangtze economic belt,the effect of promoting industry structure has not been played yet,especially human capital stock does not promote industry structure upgrading effectively in the upper regions.The promoting effort that middle and higher education on industry structure upgrading needs to be strengthened urgently.The distribution structure of human capital obviously inhibits industry structure upgrading.In order to improve the speed and effectiveness of industry structure upgrading,it is very necessary to strengthen the Yangtze economic belt's human capital effect in the process of industry structure upgrading.Combined with the above empirical conclusions,this paper explains the bad reasons about support effect that human capital on industry structure upgrading from three dimensions of human capital stock,human capital quality and human capital configuration.To optimize the Yangtze economic belt's human capital that promote industry structure upgrading,we must give full play to the public administration of “service administration”,“responsibility administration”,“limited administration” on human capital optimization in the Yangtze economic belt,accelerate human capital stock accumulation,improve human capital quality,optimize human capital configuration,thus building up the human capital policy system that can promote industry structure upgrading effectively,form more support effect that human capital can promote industry structure upgrading in the Yangtze economic belt.
