Research On The New-type Rural Social Endowment Insurance In Songtao Miao Autonomous County

The new-type rural social endowment insurance is an important part of Chinese social old-age security system and it is the inevitable requirement of the development of rural social economy.It is the basic way to solve the problem of the aging of the rural population and it can meet the needs of urban and rural development reality.The new-type rural social endowment insurance system(referred to as “the new agricultural insurance”)is established on the basis of the ancient rural social endowment insurance system(referred to as the "original agricultural insurance").It abandoned single source of funds of the "original agricultural insurance" and having little own ability to resist risks and other weaknesses.In 2002,the Sixteen Party proposed "vigorously develop the social security and social welfare" and rural social endowment insurance in China opened a new chapter.In2014,According to the Eighteen Party’s spirit and the Third Plenary Session of the 18 th CPC Central Committee on the integration of urban and rural residents in the basic old-age insurance system,the State Council decided to integrate the new-type rural social pension insurance and urban social endowment insurance,and establish a unified insurance system for urban and rural residents in the country.Guizhou is located in the southwest of China mountain plateau,is a multi-ethnic co province.Whether the new-type rural social pension insurance undertakings in minority areas can develop orderly or not has important significance for China’s rural social endowment insurance and society.Songtao county is a typical underdeveloped minority area.The article take the Songtao Miao Autonomous County as the research object and in-deftly analyze the existing endowment insurance work in Songtao County of new-type rural social problems,and put forward some feasible suggestions which can make the new-type rural endowment insurance system develop healthily and sustainably.Through interviewing and questionnaire found that since 2011 the Songtao County listed as the third batch of pilot counties.All of the county is under the collaboration,and promotethe pilot work of the new-type rural social pension insurance has made some achievements.But because of the county economic development lags behind,the low general level of education,blood as a link to the interpersonal relationship,the new-type rural social pension insurance level low,seriously hindered the rural social endowment insurance in ethnic minority areas.To improve the government’s financial input,standard education system,strengthen the propaganda work,improve the methods of management,improve the design of the system,improve the legal system construction,ensure that the new rural social pension insurance system in minority areas,stable operation and healthy development.The main content of the paper is divided into the following parts:The first part is introduction,it briefly introduces the background and significance summarizes the literature review of the research on the new rural social pension insurance at home and abroad.The second part is the theoretical basis and the concept of interpretation.It is on topics related to the theory of carding and important concepts involved in this paper do interpretation.The third part is the analysis of the new-type rural endowment insurance status of Guizhou minority areas,through the analysis of the natural geographical conditions,Songtao county social economy development,so as to analyze the new-type rural minority areas of Guizhou security situation.The fourth part is case analysis.Songtao County was taken as a case analysis and did empirical research,through questionnaires and field visit to Guizhou,Songtao Miao Autonomous County of new-type rural social endowment insurance implementation status of the investigation.The fifth part is in view of the problems and causes of the fourth part of the case analysis.The paper puts forward some countermeasures to promote the healthy development of the new-type rural old-age insurance in Guizhou minority areas.
