Study On The Problems And Countermeasures Of New Rural Social Pension Insurance In Fengyang County

Social security is one of basic social economic system in the modern country, which relates to all sorts of aspects as social politics and economy, including social harmony and stability, which is an important symbol of social civilization progress. As the core component of social security system, social endowment security has very positive effect on social stability and equality, promoting country civilization level as well.With the sustainable development of social reforms and national economy, it is very necessary for our country to establish and perfect social security system, which is the trend required by our social economy development, providing a stable social environment for the development as well. At present, our social endowment of urban insurance system has been carried out for decades, the system and affiliated methods are operated well.however, such theory and practice in the rural area is still in the exploration stage, having so many problems. In 2012, the new type of rural social endowment insurance was carried out all over the country, covering all the counties and districts among the nation. Through years of practice, there are still some problems waited to be solved, such as how about its present development condition? What kind of effects being taken on in the reality? How about its sustainable development? Whether it is needed to be adjusted? All the problems above need to be concluded on the basis of present system practice.In 2010, Fengyang county of Anhui province began to be a pilot county, which is in the second group of the nation. In 2012, it is commended by the State council due to outstanding working progress and honored as "the advanced unit of the national new type rural and urban social security work", which is a typical one all over the country. This thesis take research in such system practice in Fengyang county in Anhui province, try to make analysis of inner reasons existed in the problems, so as to get advises and strategies that has great significance in promoting rural new type endowment insurance system construction of our province and the whole country. It is the important aspect of implementation of the first, the third and the fifth Plenary Session of 18th CPC Central Committee.
