Research On Government Behavior In Rural Tourism Development In Hui’an County

With the steady growth of social economy and the improvement of people’s living standard,rural tourism has gradually entered into the vision of people as a new form of tourism and industry.The tourism resources of Hui′an County are abundant and beautiful women of Hui′an County are famous at home and abroad for their unique glamour.Compared with the traditional tourism,Hui′an county has begun to attach importance to the development of rural tourism in recent years,and there still exist some problems of government behaviors for the development of rural tourism.Therefore,how to realize the optimization of the government behaviors in the rural tourism development and further promote the healthy and sustainable development of rural tourism in Hui′an County can be of great significance in aspects of both theory and practice.By taking the government behaviors in the rural tourism development of Hui′an County as the study object,and using the public goods theory and market failure model in the science of public management,through the related literatures,surveys and investigations,as well as comparisons and based on the present developing situation of rural tourism,the paper makes a comprehensive analysis on the governments behaviors in the development process of rural tourism,points out the problems existing in the government behaviors including insufficient funds and investments,incomplete market supervision and management,and insufficient supply of public products,and explores the reasons for causing the problems in details.Meanwhile,based on the comparisons and analyses of the government behaviors of some other counties whose rural tourism developments are more mature,the paper summarizes some successful experience and puts forward suggestions for the optimization of government behaviors in the rural tourism development in Hui′an County in the aspects of improving industrial support policies,strengthening market supervision and management,and raising the level of public product service,etc.
