Research On The Supervision Of Xiamen Public Works Construction Project From The Perspective Of Multi-center Governance

Public construction projects related to the personal and property safety of people from all walks of life,the introduction of multi center governance,to increase the transparency and credibility of supervision and management,increase the safety supervision and management,so as to effectively improve the public construction project safety supervision efficiency and the credibility of the government is of great significance.This paper applies the theory of multi center governance were analyzed for public construction project of Xiamen municipal government supervision,supervision mode of public works in the analysis framework of multi center governance of traditional single administrative management,combined with Xiamen public construction project project status of government supervision,in-depth analysis of the different phases of the public works the construction project supervision and the characteristics of the early stage of project construction,bidding,construction and other issues.At the same time,the existence of public construction projects without government supervision of the whole process of supervision,implementation of the system is not in place and other issues were analyzed,and further analysis of public project government supervision problems,finally unifies the domestic and foreign experience and the special circumstances of our country puts forward some suggestions: the government plays the leading role of public public construction projects supervision,and give full play to the supervisory enthusiasm of the construction industry and the increase of intermediary agencies and the media and the public involvement and other aspects,to achieve all-round multi sectoral supervision association.Finally,China's traditional public works supervision will be transformed into a multi center governance mode which is jointly managed by the government,enterprises and social groups,which will make the supervision more scientific and reasonable,and reduce the occurrence of related security problems.
