Research Of Agricultural Catastrophe Insurance's Development

Agricultural catastrophe insurance has always been a hot issue of agricultural insurance.Guangdong Province is one of the big agricultural provinces,whose entail rains,typhoons,floods and other agricultural disasters occur frequently and destroy more and more crops in Guangdong.However,development of agricultural insurance in Guangdong is relatively slow,which cannot match the agricultural catastrophe risk in Guangdong Province.The development of Guangdong' agriculture urgently needs agricultural catastrophe insurance.In recent years,the Central Government and the Guangdong Provincial Government actively provide a favorable policy environment for the development of agricultural catastrophe insurance.But agricultural catastrophe insurance in Guangdong province still remains weak legal foundation,the low level of compensation,the less supply and products,lack of knowledge and many other problems.This thesis begins with some theory analysis of agricultural catastrophe insurance,which covers insurability,public product attributes,relevant stakeholders,market supply and demand and so on.Based on the theory analysis of agricultural catastrophe insurance and considering current situation of Guangdong agricultural catastrophe insurance' development,the writer finds problems of agricultural catastrophe insurance in Guangdong,and then comes up with some policy proposals.First,deepen the agricultural catastrophe insurance's supply side reform and optimize the supply of agricultural catastrophe insurance.Second,increase the farmers' realistic and effective demand.Third,make the government's diversified support methods perfect.Fourth,establish a strong organization and coordination mechanism of agricultural insurance.In addition,the agricultural catastrophe insurance agencies themselves should strive to improve operational efficiency and service levels.Meanwhile,the agencies and the government should build Agricultural catastrophe Insurance intelligence platform,which can offer data as more comprehensive and rapid as possible.The thesis aims to promote sustainable development of agricultural catastrophe insurance market.
