The Application Study Of PPP Model In Urban Rail Transit

As the rapid urbanization construction in recent years,the demand for investment is exploding,especially in the field of Utilities,Transportation,Environment protection,Affordable housing,water conservancy facility and so on.All of them boost the high-speed development of urban infrastructure.Aiming to fortify the supply capacity between Public Products and Public Services,increasing the effectiveness of supply,The Government,through Franchise,Purchase of services,Equity Cooperation,establish a long term Partnership with Social Capital bases on interest-sharing,risk-sharing.Under the condition of new era,PPP model will be definitely emerging and flourishing in China,it will become the critical measures for our government to solve the debt scale of local government,absorb social capital,as well as advance the reform in system.Once the City size and its development reach to a certain level,Rail Transit will play a vital role in that time.A majority of cities are already up to this level,which means the future of Rail Transit is highly bright.Amounts of advantages and features enable PPP to be a critical part in Application field.This thesis takes PPP project in Urban Transit as a subject,aim to study the application of PPP model in Urban Transit.First of all,this thesis introduce the background and meaning of this study,it also refers to the current status in home and abroad,study content,menthods,highlight of innovation and its shortcomings.Secondly,It analyses some related conception and theory of PPP model.Discussing it from some parts of idea,origin and model to the meaning and significance of our government fully propel PPP model.Again,Taking Hangzhou Subway Line1 PPP as example,detail the current political condition of PPP model in our cities,corporatized structure of PPP model.Distinguishing and separation in the parts of operational process and its structure.The operational mechanism of Urban Rail Transit PPP include operational condition,Subject of participation,operational procedures,project evaluation,and surveillance in finance.Finally,in order to properly generalize and apply the PPP model of Urban Rail Transit,through the analysis on PPP model of Hangzhou Subway Line I,it points out the problem that existing in the application of Urban Rail Transit.And Combining with the reality of China,it proposes the solution and suggestion as well.
