With the development of our economy and the continuous improvement of people's living standard,the urban traffic problem has emerged,the existence of all kinds of "city disease" not only affects People's Daily travel,but also hinders the economic development of the city.(Being an important way to solve the problem of public transportation urban rail transit occupies growingly important status and develops quickly.)Urban rail transit,however,as a quasi-public product,has the characteristics of huge investment,long return cycle and etc.(As a result,the construction of rail transit which simply used to be based on the government's fiscal income already cannot satisfy the growing demand for transportation.)PPP(Private-Public Partnership),as a new kind of mode,is gradually raised and promoted quickly in the field of infrastructure construction and become an important development mode to solve the financial difficulties of Public service.Difficulties faced in the construction of urban rail transit,can be improved by introducing the PPP mode,at the same time,the urban rail transit has(its own profit model which provides a corresponding economic basis for the adoption of the PPP mode).In the PPP projects,the government and the social capital achieving "benefit-sharing,risk-sharing," is the key to the successful operation of the PPP mode.This paper,using literature analysis,comparative research,case study research methods,conducts the thorough research to the using of the PPP model in urban rail transit,and introduces the BOT mode to compare with the PPP model.During the research,the PPP project of the Beijing subway line 4,the PPP project of Hangzhou subway line 1,and the BOT project of the second phase of Shenzhen subway line 4 were selected as three cases and these three cases were analyzed by comparing the three operation models of the project.Then make comparative analysis on the PPP project and BOT project of the existing urban rail transit in all aspects from three different views: the partnership,the profit model and profit allocation and risk-sharing mechanism.It is concluded that the PPP model is more suitable for urban rail transit project than the BOT mode.At the same time,the paper summarizes some valuable experiences for learning,striving to provide some rationalization suggestions around the financing of the rail transit constructions all over the country.
