Research On Problems About Performance Evaluation Of Overseas Oil Project,Zhongyuan Oilfield

During the process of implementing the strategy of "Going out" strategy in Zhongyuan oilfield,petroleum engineering project play an important role,and the scientific and reasonable performance evaluation is one of the important factors to improve project management level,and to keep the overseas markets of the oilfield to be developed healthy,sustainably,and rapidly.How to enhance the level of performance evaluation work of Zhongyuan oilfield overseas project has become the concern of the Zhongyuan oilfield project managers.This paper taking performance evaluation of Zhongyuan oilfield overseas petroleum engineering project,on the basis of relevant theories of stating project management and performance evaluation,studies the current situation of Zhongyuan oilfield overseas petroleum engineering project performance evaluation and the existing problems,and analyzes the causes of the problems of performance evaluation in Zhongyuan oilfield overseas petroleum engineering project.Beginning with the causes,this paper proposes improvement scheme of overseas petroleum engineering project performance evaluation.Under a given design principle,using key performance evaluation method and 360 degree performance evaluation method to determine and optimize the performance evaluation indicators of Zhongyuan oilfield of overseas petroleum engineering project;to build Zhongyuan oilfield overseas petroleum engineering project performance evaluation model using the established index with entropy principle and fuzzy analysis method,and apply the evaluation index and model into the performance evaluation comparative analysis of four Zhongyuan oilfield oversea petroleum projects and gives the implementation of the optimization and guarantee.Thus,it gives systemic operational plan for the performance evaluation of Zhongyuan oilfield oversea petroleum engineering project,and through a series of improvements,makes the performance evaluation of Zhongyuan oilfield oversea petroleum engineering projects into the benign development of the state.In the meantime of improving the performance of overseas petroleum engineering projects of Zhongyuan oilfield,it provides other overseas petroleum engineering projects performance evaluation certain experience for reference.
