In the article there is a try to card basic theory of performance appraisal system of modern enterprises system, taking the developing Guangdong Hui Ren Trading Co.,Ltd as research object (hereinafter referred as " Hui Ren Co.,Ltd"). Based on the company's background analysis, strategy and the diagnosis of performance appraisal system, through the research of purpose, standard, method, principle, procedure of employee performance appraisal, offering as well, carring out a related system to Hui Ren Co.,Ltd. to breakthrough the bottleneck of development, ensure implementing of strategy. Furthermore,hopes it offers some reference significance to domestic small and medium enterprises of this project.Hui Ren Co.,Ltd, founded in February,2006 and located in Shunde of Guangdong, is a private chemical trading enterprise. Its main product is industrial intermediate material such as resin and additives. Annual sales is nearly RMB 60,000,000.After 6 years of rapid development, enterring 2011, Hui Ren Co.,Ltd is facing some problems. In the background of deterioration of global economy, the aggravation of domestic macro-control and frustrated demand of chemical raw materials, the company sales growth is slowing, profit declines, staff morale goes down, team is not stable. At the same time, according to the company's three year development plan, till to 2013 turnover should achieve to RMB 123,000,000, being a competitive chemical trading company, and implementing strategic measures of product, professional, customer:to introduct high-end products, to enter the high-end market, strengthen the training and introduction of professionals,to increase 1.5 times of business professionals.Therefore,the article is focusing on how to re-design an effective performance appraisal system to deal with the change of internal and external environment, ensuring the implementation of strategic object.After investigation, it is found that original employee performance appraisal system of Hui Ren Co.,Ltd lagged behind the company and market development, failed to match strategic object, appraisal system not coordinated to other system, systematicness of appraisal system itself was not strong enough.Investigate its reason, first is the external environment change and rapidly scale expanding lead the company's management lag; second, the company's leader pay insufficient understanding to human resources management especially less attention to the performance appraisal;third, the company's development strategy is not clear, the lack research of implementation to strategy security system, especially the human resource and its appraisal system.This article based on the target management method and clear operation index, combining practical, using key index method and the thought of Balanced Scorecard, implement result oriented and process oriented combining the appraisal index, through the experimental method to determine index weight and standard,to establish a complete set of appraisal system. Proved by practice, this system implemented and applicated of its result after nearly half year, has improved staff performance. And then promote the company's overall performance, offering a certain reference value to the general small and medium private enterprises.
