Research On The Operational Efficiency Of Xinjiang Science And Technology Finance

In August 8,2016 the State Council issued the "13th Five-Year" National Science and technology innovation plan ",clearly will promote the innovation and development of technology and finance as the core task of economic development.From the point of view of the development of the country,Xinjiang science and technology finance(sci-tech finance)started relatively late,the promotion of technological innovation is limited.Therefore,an objective analysis of the status of Xinjiang financial development in science and technology,scientific evaluation of degree of Xinjiang sci-tech finance development and operation efficiency,study how to improve the efficiency of Xinjiang sci-tech finance to promote the development of science and technology innovation in Xinjiang,has important practical significance.Based on the collection of domestic and foreign literature,combing the relevant theoretical basis of sci-tech finance,the thesis defines the connotation of sci-tech finance structure,support system of sci-tech finance and sci-tech finance efficiency concept,then studies operation status of Xinjiang sci-tech finance from four aspects.From the support of the construction of sci-tech finance system,Xinjiang sci-tech finance policy support more scattered,financial support multi-level financing support in a larger proportion of financial institutions to support the proportion of small,capital market and venture capital to support the proportion of at least;sci-tech finance service level needs to be improved.From the sci-tech finance investment situation,and the unbalanced distribution of Xinjiang sci-tech finance lack of human resources,R&D investment intensity is low;the Xinjiang investment in sci-tech finance strength is low;Xinjiang sci-tech finance investment in financial investment,financial institutions loans accounted for science and technology rarely,the financial support of risk investment,the capital market has not been effective.From the State sci-tech finance output,a low conversion rate of scientific and technological achievements,the higher output of science and technology papers and patents in Xinjiang,but the rate of scientific and technological achievements and technology market turnover is low;the low level of high tech industry.From the perspective of the development of sci-tech finance,based on the development of the financial development index,the results show that the development of science and technology in Xinjiang is lower than the national average.On the basis of constructing the evaluation index system of sci-tech finance input and output indicators,this paper uses DEA method to analyze the efficiency of Xinjiang's sci-tech finance from two angles.From the regional perspective,the analysis results of technical efficiency of financial operation in both 2013 and 2014,29 areas of the country that Xinjiang technical efficiency is lower than the national average,because the pure technical efficiency and scale efficiency are relatively low.From the perspective of time series analysis,using the DEA-Malmquist index method,the results show that 2004-2014,Xinjiang sci-tech finance total factor productivity shows "W" type change trend,sci-tech finance resources allocation level is relatively low,the technological progress is the main factor.Finally,according to the above conclusions,this paper puts forward policy recommendations from five aspects.first,strengthen government support;second,promote the innovation and development of science and technology credit;third,promote science and technology capital market and venture investment collaborative development;fourth,enhance the level of science and technology financial innovation service;fifth,optimize the high tech industry investment environment and services.
