Research On The Performance Evaluation Of Science And Technology Finance In Hunan Province

In the current domestic economic growth with overall downward and under the background of the new economic norm,improve the level of the growth rate of total factor,ensure the economic target of "13th Five-Year" plan of Hunan province and the comprehensive implementation of supply-side reform are the key.As the central province of Hunan Province,comprehensive docking with the Yangtze River Economic belt,"The Belt and Road" and other rise of central China strategy plan,have a good foundation for the development of science and technology finance,there is a potential for development,but there are also some problems.The innovative construction of Hunan is at a crucial stage,achieve effective connection between technology and financial resources,explore new approaches service to the real economy from science and technology finance,accelerate the transformation of Hunan's economy,and actively promote the implementation of innovation driven development strategy,is a fundamental requirement for the promotion of regional innovation capacity and competitiveness of the industry.This article uses the related theories of Fintech,financing mechanism of scientific and technology enterprises,the development of science and technology finance's mechanism and the main factors that affect the performance of science and technology finance,make a general analysis on the development of science and technology finance in Hunan from the current situation and existing problems.Six of provinces and municipalities directly under the Central Government are selected from three regions which are the most dynamic development and representative in China,and Hubei Province,which is adjacent to Hunan Province in the central part of the country,as the reference research object,and use the principal component analysis method to determine the main factors that influence the performance of S&T finance,constructing S&T financial evaluation index system,and then determining the weight of each index in the evaluation index system by the entropy method,comprehensively evaluating the S&T financial performance of eight provinces and cities including Hunan Province using the gray relational analysis method,and finally applying the DEA model and the Malmquist index model based on the DEA model to analyze the S&T financial performance in Hunan Province as a whole and in each city.The following conclusions are drawn:(1)The level of S&T performance of Hunan Province is not high,and there is a big gap compared with the economically developed regions such as Beijing and Jiangsu provinces.The main reason is that the scale and efficiency of science and technology financial investment are insufficient,there is no scale economy,the input and output of science and technology finance are not matched,and the development of financial structure lags behind technological innovation.(2)The performance of S&T financial development in Hunan province is on the rise as a whole,with broad prospects and huge potential for development.(3)The level of S&T financial performance of the 14 cities and counties in the province is divided into three levels.The cities in the first and second-tier are basically belong to the ring Chang-Zhu-Tan urban agglomeration,and the level of science and technology finance is relatively high.Good economic and technological foundation,rich educational resources and advanced higher education,high level of cooperation between industry,university and research institutes,multiple innovation capabilities,and radiation diffusion effects in the Chang-Zhu-Tan region are the main reasons for the high level of S&T financial performance.The cities in the third-tier basically belong to the Western Hunan.As far as the overall pattern of Hunan province is concerned,the economic development of these cities lags behind and the level of S&T financial performance is low.(4)The unbalanced of S&T financial performance between areas has made the overall level of science and technology finance in Hunan lag behind developed regions.Therefore,this paper aims at the development performance of Hunan's science and technology finance at the current stage,from the government policy support system,the investment and financing process of science and technology financial development,the science and technology financial innovation system,the science and technology financial service platform,the science and technology financial credit mechanism and the development of science and technology financial talents to put forward countermeasures and suggestions,in order to improve the science and technology financial structure of Hunan province,optimize the efficiency of investment and financing of science and technology financial,promote the development of Hunan's science and technology finance guided by the government changing to the market,and realize the further development of Hunan's science and technology finance.
