An Experimental Research On The Effect Of The Private's Perceived Justice On Contract Implement Performance In PPP Projects

It is prevalent that performance of PPP projects is very bad at present in China.One of the reasons is that most of the private feels unfair obviously during contracting-making stage or implementation stage.In fact,the relationship between perceived justice and contract implement performance has been examined in strategic alliances,supply chains,engineering projects and so on.However,considering the characteristic of PPP projects,it is necessary to study on the relationship between perceived justice and contract implement performance in PPP projects.In addition,it is worth exploring whether the project access have regulatory effect on the relationship between the private's perceived justice and contract implement performance based on the multiple ways of project access at present in China.Therefore,this paper studies on the relationship between the private's perceived justice and the contract implement performance under different ways of project access.(1)The conceptual model of private's perceived justice in PPP projects is established using grounded theory.Firstly,the matter which can cause renegotiation and the paragraphs/clauses about procedures is extracted through collecting and analyzing context.Secondly,interview outline is designed and in-depth interviews is conducted.Then,the text which obtained by context analysis and interviews is imputed into Nvivo 10,the structural dimension of the private's perceived justice in PPP projects is obtained.Three sub-core category includes distributive justice,procedural justice and interactive justice.Finally,the conceptual model of perceived justice of the private in PPP projects is presented by comparing practice with research results and analyzing their relations and differences.(2)Discrimination matrix for the contract implement performance is established through analyzing context and interviewing practitioner.Firstly,the connotation of contract implement performance is presented through literature review,that is the extent to which the private' actions is positive in impletation,which reflects the smoothness of the process of achieving objectives.Secondly,the list of observing events which can cause renegotiation and the list observing events in implementation without controversy is obtained through analysis of PPP cases,PPP contracts and interview.Finally,the criteria of cooperative renegotiation,opportunistic renegotiation,in-role behaviours,extra-role behaviours is discrimbed through analysis of cases and interview.Discrimination matrix for the private's contract implement performance is obtained through collectiong above.(3)The relationship between the private's perceived justice and the contract implement performance in PPP projects and the moderator role of the project access is verified using scenario situational experiments.Eight different contexts are used to manipulate independent variables.Testee who is rich in PPP projects experience is slected.Eighteen data which collected through questionnaires are processed by variance analysis.Influence mechanism about the relationship between perceived justice of the private and the contract implement performance in PPP projects and the morderation of project access is obtained.Strategy suggestion to the public based on conclusion is puts forward.
