As the capital market expands gradually,many companies face huge competition in the market.Huge competition for the enterprise's survival space is becoming more and more narrow,survival pressure is more and more big.Enterprise for its own development,in order to achieve their strategic goals,constantly reform and innovation,trying to realize strategic plan in action,and the actual results.But how can realize,this is the most concerned about at present many enterprises,and most should first solve the problem.Strategic performance management system as a new strategic human resource management system an important part of can not be ignored,to achieve the strategic goals of the enterprise has a very important role.So,about the building enterprise internal performance management system becomes a urgent task.This article mainly high-speed company established and put into use in recent years the performance appraisal system are analyzed.Found that the performance appraisal system of the company while a certain extent,achieved significant effect,but because the enterprise is not based on the development strategy of the enterprise to establish a management system,so in the process of implementing still appeared some problems.Such as: first,the performance management system is not perfect and the lack of a clear and comprehensive is pointed out that the object of performance appraisal,leads to extensive coverage without a special performance evaluation,implementation is not very thorough;The second branch for appraisal index also has drawbacks,especially in the financial management of the block;Third,the overall evaluation index is not particularly perfect,have not appraisal to the corporate strategic objectives are closely related;Fourth,the performance appraisal is not positive feedback;Fifth,a single evaluation way,not according to different employees working properties of appraisal,respectively.This paper is mainly devoted to design a car in for taiyuan locomotive vehicle co.,LTD.,effective performance evaluation system and performance management system operation,to create and adapt to the future development of company a strategic management system.Such a strict system design is mainly based on the closeperformance indicators,balance the performance indicators,such as figure scale evaluation frontier performance management strategies,tools.Creation of such a performance management system,is the foundation of the enterprise long-term development,and enterprise development goals of strong backing.I also hope that this research and discuss to the same type of enterprise development play a guiding role.
