Research On The Problems And Countermeasures In The Management Of Rural Collective Asset In Jiangjin District Of Chongqing

In relation to the core elements of rural development,rural collective assets,as the key to determine whether the rural collective economy growing object,so it is necessary to do well the management of the rural collective assets.In the fierce competition,the current progress of spiritual civilization of the grim situation,to build a new socialist countryside whether can smooth realization,grassroots masses party-mass relationship is solid,grassroots social environment is harmonious and stable,largely depends on the efficiency of the rural collective asset management.Therefore,to perfect the rural collective asset management countermeasures of the current rural social construction has very realistic significance and long-term impact.In this paper,from the perspective of the rural social management innovation,use of principal-agent,the internal control of corruption,checks and balances,and theory of economics,with rural collective asset management in Jiangjin district as an example,discusses the problems existing in the rural collective asset management and countermeasures.This article summarizes the advanced experience of other areas,on the basis of the successful practices of the current situation of rural collective asset management in Jiangjin district field survey,typical case analysis research,looking for Jiangjin district rural collective asset management problems that exist in the process,explore the causes,and put forward to improve rural Jiangjin district collective asset management related countermeasure.The study found that rural collective asset management in Jiangjin district entrusted escrow system implementation does not reach the designated position,the rural collective asset management is not standard,management process and supervision are not strict,public management system is not sound,etc.Then analyze the deep reasons behind,mainly including the rural collective asset management strength is weak,weakness of democratic supervision,not enough to punish violations,the collective assets value.And then through the analysis of the success of the other areas to strengthen rural collective asset management practices.Finally put forward to optimize the collective asset management level,improve the system of property rights reform,perfecting related management system,perfect the supervision system,carries out the punishment and prevention mechanism.
