After 30 years of reform and opening up,China's economic development enters into a new normality,which is more advanced,more optimized in division of labor and more structural reasonable.The 13 th Five-Year Plan Program proposed implementation of innovation-driven development strategy and talent priority development strategy.The talent has been regarded as the most important resource of supporting the development at the national level.More and more enterprises have awared that in order to maintain the competitive advantage,human resources management should be elevated to a strategic height.Nowadays,a lot of enterprises still haven't established the human resource planning based on enterprise strategy yet.That caused the lack of effective management of human resources and little efficient execution of company strategic.Therefore,it is necessary to develop a scientific,operational and rational human resources strategic planning to achieve the strategic objectives of the enterprise.The paper takes present situation of human resource management of JM company as research object.Through deep analysis,we found that JM company's human resources strategy planning has deficient understanding for the company's development strategy and lack of systematical analysis and forecast.What's more,implementation safeguard measures are still inadequate.The main factors influencing the problem include company's strategic management,professional ability and function orientation of human resource management department,as well as the enterprise culture and so on.On the basis of theoretical research and the analysis of the current situation,the paper makes a forecast on the human resource supply and demand,combining with the internal and external environmental analysis.In addition,the paper puts forward specific content of JM company's human resource strategy planning from the dimension of company's organization system,capability system,motivation system.Then,JM company's human resources strategy planning and implementation of security measures are put forward in this thesis,such as strengthening the company leadership support and participation,upgrading professional ability and functional positioning of human resource management team,strengthening the construction of enterprise culture and human resources information,etc.,The risk of implementation and how to avoid the risks to finally realize the human resources strategic planning and promote the continuous and positive development of JM company's strategic objectives.The paper makes an analysis of the common problems in the process of human resource management based on theoretical research and practical operation,especially the private enterprises,relevant analysis and conclusion in this paper can also take as reference for other private enterprises.
