Since the reform and opening up,China's economy experienced rapid development,the emergence of economic growth pause,leading to uneven development,a variety of market distortions caused by increased resource mismatch,resource allocation efficiency is reduced,and industrial transfer and resource endowment and migration does not match,and a series of more difficult problems.In the short term,through technological innovation to improve productivity is not very optimistic,and through a reasonable industrial transfer can improve the allocation of resources,thereby reducing the degree of mismatch of resources,so that both can alleviate a series of resource mismatch problems,but also solve the industry transfer mismatch problem.In this paper,the research ideas of this paper are as follows: Firstly,the author makes a systematic review and combing of the factors affecting the mismatch of resources at home and abroad,leading to the decrease of productivity and the relationship between industrial development and so on.Then,according to the related concepts,motivations and motivations of industrial transfer and resource allocation Related theory,as well as the impact of industrial transfer on the mechanism of resource mismatch analysis of the mechanism for the latter part of the estimated resource mismatch degree model reasoning and application of theoretical basis.The analysis shows that the models of Hsieh and Klenow,Chen Yongwei and Hu Weiming and Xie Zhiyang are deduced on the degree of mismatch of the price distortions,and the formulas of the mismatch between capital and labor resources are deduced,and the corresponding formulas,the actual output of the industry and the ratio of effective industries and output gap,from the model theory to analyze and study the resulting impact on economic efficiency.And then use the least squares method to conduct one of the eight sub-sectors of China's manufacturing industry from 2001 to 2007 to carry out empirical regressio n studies.It is estimated that the relative price distortions and output ratios and gaps of capital and labor are estimated,and the respective regions of China in recent years,there are different levels of resource mismatch and economic efficiency loss,on the other hand,China's development potential is relatively large.Finally,the empirical analysis of resource mismatch degree and industrial transfer and other relevant influencing factors in sub-sectors of various provinces in China in 2007 shows tha t excessive government participation will be affected negatively.Then,from the aspects of resource allocation efficiency and industry transfer to verify the negative correlation between resource mismatch and industrial transfer and to prove that the mism atch of resources can be reduced through effective industrial transfer.Finally,the author puts forward some principles that should be followed in the existing problems such as resource mismatch and industrial transfer mismatch,that is,to reduce the exc essive participation of the government,to carry out reasonable industrial transfer policy,and to put forward other relevant government suggestions in a timely and targeted manner.In this paper,the relevant conclusions are as follows:(1)In terms of th e optimal allocation of resources,in most industries,the allocation of capital resources in the eastern part of China is generally relatively inadequate,and there are excess phenomena in the central and western regions.Labor allocation in the eastern r egion is relatively reasonable,in the central and western regions of the labor mismatch is more serious.(2)There is still a great potential for development by not changing the technological innovation without increasing capital and labor investment and by correcting the capital and labor mismatch between the various regions of the industry.It can be matched with local resources,Mutual integration,the rational transfer of the industry,to reduce the distortions caused by the capital market and labor ma rket distortions caused by resource mismatch,which can improve the efficiency of resource allocation.(3)However,excessive government involvement may increase the degree of resource mismatch and reduce resource allocation efficiency.Therefore,the Government should conduct a reasonable planning,and then develop appropriate policies,and then guide the transfer of industries to promote industrial upgrading.(4)At present,the government to guide the eastern part of the industrial transfer to the central and western "thrust" and "pull" are not sufficient,it is difficult to make full use of the capital and labor in the region,and the eastern region there is a shortage of labor,There is a serious distortion of capital and labor prices,and thus improve the efficiency of capital and labor allocation is poor.Therefore,the current efforts should be made to find the industry to create the "thrust" and to undertake the transfer of industrial "pull",so as to reverse the serious degree of mismatch of resourc es,and thus improve the efficiency of resource allocation.
