The Effects On Domestic Technological Innovation Of Intelligence Outflow

With the acceleration of global resource flow,talent as a scarcity of resources has become the object of competition for various countries,many developed countries through the reform of immigration po licy to increase the attractiveness of talent,resulting in large-scale intellectual outflow of economic technology is relatively backward of developing countries have brought varying degrees of impact.In this paper,through the literature at home and abr oad have been finishing to find that the current academic impact on the impact of intellectual outflow evaluation of the two sides.On the one hand,the phenomenon of intellectual outflow caused the loss of human capital and assets of the mother country,l eading to the decline of domestic human capital level,and thus the national technological innovation,economic development has brought adverse effects.On the other hand,the outflow of intelligence through education investment incentive effect,return ef fect and the network effect to promote the home country technological innovation.So,for China with huge immigration stock,intellectual outflow of China’s technological innovation is a positive impact or negative impact is worth further study.In this paper,the overseas emigrants in China as the object of study,first of all,the theory of intellectual outflows to sort out the impact of China’s intellectual outflow and intellectual outflow of positive and negative effects of finishing analysis.Secondly,based on the types of emigrants,the status quo of Chinese emigrants from China,from the perspective of investment emigrants,skilled migrants and emigrants,and the clustering analysis of China’s emigrant countries to explore the characteristics of China’s intellectual outflow.Thirdly,based on the classical C-H technology spillover model,this paper uses Chinese overseas emigrants as the research object,and uses the time series data of China from 1990 to 2015 to test the influence of intellectual outf low on China’s technological innovation.The results show that there is a long-term cointegration relationship between China’s intellectual outflow and domestic technological innovation,and there is also a mutual relationship in the short term.As China’s intellectual outflow to the home country has brought the human capital to reduce the negative impact of asset outflows,China’s intellectual outflow has been on the domestic technological innovation ability to produce a certain hindrance.Finally,based o n the results of empirical test,this paper puts forward the relevant policy suggestions to alleviate the phenomenon of intellectual outflow in China.
