Study On The Production Mechanism And Countermeasures Of China's Overcapacity From The Perspective Of Collusion Between Government And Enterprises

Overcapacity is not a new problem,for many years,it has been cyclical in China's economic development process,and from the 1980 s,it has began to become China's economic development in the "normal".However,from the structural characteristics of China's overcapacity,the government and institutional factors are still very important.Many studies highlight that the role of local government competition is very important,but not highlight the conspiracy of government and enterprises.Therefore,this paper studies the mechanism of overcapacity and the countermeasures from the perspective of collusion between government and enterprises.This paper combine normative research and empirical research.firstly,basing on the basic theory and institutional background,this paper constructs the mathematical model that collusion between enterprises and enterprises influence the excess capacity,and takes the fiscal decentralization and local government competition as the constraint condition,The game theory shows that the local government and enterprises to maximize the benefits of their own business is more inclined to expand the scale of investment,thereby increasing the risk of overcapacity.Secondly,the data envelopment analysis method is used to measure the utilization rate of industrial capacity in China.The results show that from the regional level,China's overcapacity has obvious regional differences,and the excess capacity in the eastern region is obviously lower than center and western region;from the industry level,China's overcapacity in the industry ubiquitous,and showing clear structural characteristics.Then,using regional and industry panel data to verify the impact of collusion between government and enterprise on production capacity,empirical results show that both from the regional level and from the industry level,collusion between government and enterprise over the excess capacity have significant impact.Finally,according to the analysis of this paper,we put forward the concrete countermeasures and suggestions to solve the problem of overcapacity from the aspects of promoting the separation of government and enterprises,perfecting the performance appraisal mechanism,perfecting the fiscal and taxation system,strengthening the debt restraint and optimizing the market economy system.
