The Research On The Collusion And Collusion-proof Of Bidding In China Government Procurement

The public service and the effectiveness of allocation of the publicfund in our government all had a bigger enhancement and improvement, since the government procurement bidding system has been implementedin 1994, at the same time, the rent seeking of the government and thecorruption had also been restrained to some extent. But, the effect ofimplementing the bidding system in our government procurement is notoptimistic when referring to the present situation of its practice, such as, the typical phenomenon of collusion. Therefore, the research oncollusion-proof of bidding in government procurement has a far-reachingsignificance regarding to the practice of public purchase. However, theresearch on collusion-proof both home and abroad is in a lower stage ingenerally, especially the domestic research has not analyzed the specialsituation of the government procurement in China profoundly.In the practice of government procurement, there are mainly twokinds of forms in the collusion of the bidding participates. First, it is calledparallel collusion, which happened among the offer-bid participants;Second, it is called vertical collusion, which happened between theoffer-bid participants and the tender participants. This article attempts to take the Bidding Mode of Average Price and Synthetic Evaluate in ourgovernment procurement for Example, apply the game theory and theprincipal-agent theory to analyze these two kinds of collusion separately, and consider whether to design a kind of optimal bid system which has theintrinsic characteristic of collusion-proof, and put forward thecorresponding policy proposal in this foundation.Analyzing the present collusion situation of our government biddingthrough the achievement of research overseas as well as specificexperience of collusion-proof in foreign bidding practice of governmentprocurement, and running for a collusion-proof mechanism which issuitable for the bidding situation of our government procurement, in orderto connect the research of bidding in government procurement in Chinawith that of international; to restrain the rent seeking and the corruption ofthe government, and make an honest government; to implement thebidding of our government procurement in a standard principle, andpromote the extensive applying of bidding system in the governmentprocurement, and further improve the effectiveness of allocation of thepublic fund in our country, actualize an optimize combination of resourcesin the market economy.
