Research On Value Evaluation And Value Realization Of Government Data Assets

In the Big Data era,government data management is seeking for change.And the government is exploring a management model that facilitates internal communication and interaction with the public to achieve data value.Asset-centric data management model has become an effective solution to the path.However,the current research on data assets management is not mature yet.First of all,the current research area about data assets management only involves financial,power,e-commerce enterprises,it's rarely concerned with government data.Secondly,data assets management system,data assets value assessment and other issues still need further exploration.Therefore,in the big data age,it is necessary to improve the government data asset management structure,to evaluate the value of government data and to explore the circulation model of government data for realizing the value of data.The article is divided into three parts.The first part is the framework of government data assets management.The government data assets management framework involves four modules: data management,data circulation,value-added services and basic services.The center of data assets management is the quantification of data value and the realization of data value.Therefore,the focus of the research are data assets value evaluation and data asset circulation.The second part is the evaluation of data assets.We should find out factors that influence the data value,analyze the relationship between those factors,find ways to quantize those factors,and design the data value evaluation model based on the existing valuation theory.The third part is to research the data assets circulation model to improve the value of government data.From the status of government data flow and the existence of conflict,the study find out that the obstacles is due to the conflicts of stakeholders,therefore,the data should be classified based on stakeholder,and the circulation strategy should be put forward to make sure the benefit of the stakeholders.Finally,the article takes the LW city as an example,evaluate the value of the traffic department's data assets,and put forward some management suggestions to enhance the circulation of government data assets.The contribution of the article is mainly reflected in the improvement of the data asset management structure,find out a solution to evaluate the data assets.Put forward tactics to improve the circulation of data assets.
