The Research On Problems And Countermeasures Of The Administrative Charges Management

The administrative charge is one of the main forms of Government Non tax revenue.Since the Chinese economic reform,owing to the enhancement of government management,besides the management of various administrative affairs and social welfare affairs,promote the development of the economy has become an important responsibility of the government.Administrative charges play an important role in the improvement of the public utilities,the fulfillment of government spend and the progress of major projects.But at the same time,the gradual emergence of the project scale expansion,unstandardized behavior of charging,the lack of strict management of charges and other issues,has become a certain extent,which increases the burden on enterprises,hindders the healthy development of economic.Based on the theoretical basis of administrative charge of the concept,characteristics,purpose and principles,this article analyses and reviews,the reform of administrative charging system,introduce the ideal model of administrative charges,and compare the development of foreign administration in the charging system.On this basis,through analyzing the basic situation of the administrative charging in Huangpu District in Guangzhou,this article states the existing problems in the current administrative charging management system,analyses management system and supervision,learn from foreign experience and combined with the actual situation of Huangpu district,this article states out some thoughts and suggestions for the reform of the administrative charging system.
