Study On The Cost Collection And Management Of Agricultural Water Charges

Agriculture, as basic industry of our country, is the basic guarantee of socialist economic development. With the rapid development of the nation economy in our country, the government attaches great importance to agriculture day by day, meanwhile the healthy development of agriculture is closely related with perfect water rate management system, which has a direct impact on the development of agriculture and the protect farmers’ interests. Since reform and opening up, agricultural water rate management has beenbeing in the way of reform, although it has made great achievements, these problems gradually emerge. The financial situation of agricultural water rate management is not clear, the slow process of building Water Users Association, the unreasonable allocation of funds, unclear property rights of agricultural water conservancy facilities and poor peasant quality, lack of participation enthusiasm, all which result in an obstacle of agricultural water rate management smoothly. Firstly, this thesis embarks from the transaction cost theory, transaction cost theory and levy management research in agricultural water collection management from agricultural water discussed agricultural water fee collection management connotation. In addition, as a case, the specific region is showed the reality of agricultural water management and analyzed transaction costs under the two different kinds of water collection way. finally based on the conclusion combined with case analysis, put forward to reduce the transaction costs of agricultural water collection system innovation management: first, the implementation of agricultural water rate levied on the financial transparency; second, the active form of Water Users Association, regulate the farmers’ participation in the management of the behavior; third, according to the reasonable distribution of regional differences capital investment; fourth, clear water conservancy facilities property rights, standardize the property right transaction; fifth, to carry out the work, improve the quality of farmers. Above institutional innovation of regional norms of agricultural water fee collection management put forward feasible countermeasures and suggestions, and will promote common development of agriculture and water conservancy in the region, meanwhile improving farmers’ living standards, all of which also provide the oretical analysis framework to the agricultural water rate management system carried out smoothly.
