The Innovation Of The Chinese Customs Declaration Approach Research

With China's comprehensive deepening of reform,the Chinese customs as the guardian of the country's import and export order,with a positive attitude to face the challenges of Global trade facilitation,strengthening the construction of a single window.The General Administration of Customs in 2012 to carry out the "golden gate two" project construction,planning and design for the future development of the Chinese customs.In the past three years,the introduction of the regional integration of customs clearance,the customs clearance of each other,the mobile inspection of individual operating systems and other on-site customs supervision of new initiatives.At present,Chinese customs based on high-tech equipment investment,vigorously promote non intrusive inspection,longitudinal and transverse joint command through the port between departments and close the customs system itself,to enhance the efficiency of customs clearance and supervision level,to achieve information sharing in the national customs and the exchange,improve trade facilitation degree.In this paper,through the study of these new methods,combined with an empirical investigation,reflect the search Chinese customs clearance supervision ideas change in deep content,effective display understanding and coordinated supervision of customs law enforcement equipment high-tech investment.The results show that,with high technology and customs operations combined into innovation support customs supervision mode and site clearance,the customs and the port information sharing between departments and customs clearance to achieve cooperation,implement the central spirit of reform,enhance the self management ability and customs port customs clearance and to achieve national information integration strategy in the process of reform landing,with the tide to adapt to the needs of the new economy,and the overall management level of the port improvement has played a good role in promoting.At the same time,the paper also analyzes the problems that may be encountered after the innovation of the on-site customs clearance supervision,and puts forward some corresponding suggestions for improvement.
