Research On Reform Of Land Administration Power In Shishan Town In The Context Of "Town Development Through Streamlining Administration"

Land administration power refers to the power of the administrative organs in the administrative management of land in accordance with laws and regulations relating to land administration.Simply speaking,it means the tasks and duties that should be assumed by the provincial or municipal government in the land administrative affairs and services.In recent years,governments at all levels in China have actively promoted the reform of land administration power mainly by delegating the land use approval power to the local government and achieved positive results.Under the new situation,how to further reform the grass-roots land administration,give full play to the advantages of delegating power to local government,solve problems occurred in the delegation process,improve the land administration efficiency and promote the local economic development and social stability is the crucial subject that should be studied and resolved by the Chinese local government.As an emerging industrialized town in the Pearl River Delta,Shishan Town(located at Nanhai District,Forshan City,Guangdong Province)has always taken the leading position in reform and development.By implementing the policy “town development through streamlining administration”,the reform of administrative power has been carried out vigorously in Shishan Town,particularly in respect of land administration which plays the role of resource allocation in the economic construction.The experience gained by Shishan Town in the reform of management of land administration power has typical significance.With theories about management of land administration power as the guidance,the reform of management of land administration power conducted in Shishan Town is selected as the research subject.By employing literature review,empirical analysis and other methods,the reform of land administration power in Shishan Town is studied and explored in the context of“town development through streamlining administration”.Through analyzing the purpose,content and innovations in the reform of land administration power in Shishan Town,as well as the results achieved in such reform,it is proved that such reform has played a significant role in the operation of the grass-roots government.In particular,the paper finds problems in such reform,including that the degree of delegation of land use approval power to Shishan Town government still cannot keep up with the development requirements,the subject that enforces laws on the lands does not have sufficient legality and the administration efficiency is low,and the heavy workload of land use registration affairs has exceeded the capacity of grass-roots public servants.In this regard,countermeasures and suggestions are put forward for perfecting the reform of management of land administration power in Shishan Town,suchas further optimization of allocation of administrative power,scientific design of the power operation process,improvement of laws,regulations and management rules,delegation of powers to the society for building a service-oriented government,and enhancement of human resources at the grass-roots land resource bureau.These will offer certain references for the land administration reform of emerging towns in China similar to Shishan Town in the process of rapid development.
